Hongjun summoned Haotian and Yaochi, and took out a mirror and a flag, handing them to Haotian. "This mirror is the innate spiritual treasure Haotian Mirror, which combines offense and defense and has thirty-seven layers of restrictions. This flag is the Plain Cloud Realm Flag among the Five Flags of Heaven and Earth, also known as the Gathering Immortals Flag. It has excellent defense and can gather ten thousand immortals. I bestow it upon you to suppress the Heavenly Court."
He then took out a sword and handed it to Yaochi, saying, "This sword is called the Dividing Scenery Sword. You were formed from innate Yin energy. Wielding this sword, you can control the female immortals of the Heavenly Court. You must assist Haotian well."
Haotian accepted the gift and bowed, saying, "Dao Ancestor, you are merciful." Hongjun then said, "Take good care of yourself." After saying this, he disappeared.
Haotian smiled bitterly to himself, thinking that being the ruler of the Heavenly Court was no easy task!
The thirty-seven saints divided up the Heavenly Court
Seeing that Hongjun had left, Haotian and Yaochi were at a loss for what to do. They hurriedly turned around and bowed deeply to the saints, saying, "We are just servants by your side, favored by the Dao Ancestor, and have entered the Heavenly Court. However, we are without virtue or ability and do not know how to establish the Heavenly Court. Even if the Heavenly Court is established, we do not know who will be in charge of each position. We ask our senior brothers and sisters to enlighten us on how the positions in the Heavenly Court are allocated."
Haotian was a shrewd man. He knew that he and Yaochi had no profound cultivation, no power, and no powerful magic weapons. They were nominally the rulers of the Heavenly Court, but in reality, it was just a figurehead position. They had to listen to their senior brothers and sisters in everything. Therefore, it was better to directly distribute the duties of the Heavenly Court to the saints in exchange for their support. "You can discuss and decide which positions you want. The specific tasks are entirely up to you. Whatever you distribute, I will take over." This way, everyone's interests are clearly divided, avoiding excessive karma and preventing the saints from constantly creating obstacles. Haotian lacked both strength and influence, and dared not be too ostentatious, entrusting them with the task of assigning duties. Therefore, they should carefully plan ahead. Everyone had their own thoughts, but remained silent, intending to observe what the others were planning.
Xuan Tian knew everyone's plans and pondered in his heart, "I only have a few disciples with little cultivation, so it's best not to get involved in karma or meddle in the affairs of the Heavenly Court. But I can't let the Three Pure Ones take too much, otherwise, the Heavenly Court will surely face many troubles in the future. If the Heavenly Court faces troubles, the entire prehistoric world will be in chaos. I still need to restrain everyone."
Thinking of this, Xuan Tian spoke up and said, "Fellow disciples, please listen to what I have to say."
When Xuan Tian spoke, all the sages turned to look at him, eager to hear what he had to say. "The Heavenly Court is now ravaged by the war between the Lich King and the Demon King. We should rebuild the Heavenly Court first. As for the allocation of duties, we can discuss that later." Upon hearing this, the sages agreed. It would seem petty for them to start arguing about the allocation of duties before the Heavenly Court was even rebuilt. They unanimously agreed.
“That is indeed the case; we should rebuild the Heavenly Court first,” Lao Tzu replied.
Seeing that Laozi had spoken, Yuanshi agreed, saying, "In that case, we shall discuss how to establish the Heavenly Court." Tongtian also nodded in agreement.
"In that case, I do have some ideas about the establishment of the Heavenly Court. Let me first explain the duties required for the Heavenly Court. If there is anything I have missed, please feel free to add to it, fellow disciples," Xuantian said to the Three Pure Ones, Nuwa, Haotian, and the others.
Everyone knew that Xuantian had once advised Dijun and the others to establish the Heavenly Court, so they naturally believed that Xuantian was knowledgeable about these matters and nodded in agreement.
"This Heavenly Court is the supreme abode that suppresses the primordial destiny and performs its duties on behalf of Heaven. Those under the Heavenly Dao will surely feel its presence, therefore its construction can be divided into two steps: first, to suppress the primordial destiny, and second, to perform its duties on behalf of Heaven. The Demon Clan's Heavenly Court also built four palaces to protect itself, precisely to suppress destiny. We can learn from their example. The primordial universe is divided into Upper, Lower, East, South, West, and North, encompassing the six directions. Therefore, the myriad heavens are divided into six, collectively known as the Six Emperors. The Supreme Heavenly Emperor is the highest, ruling over all heavens and earth, governing the primordial universe, and holding the Heavenly Dao, assisted by the other five Emperors; the Eastern Azure Emperor is established in the East, ruling over all beings in the Three Realms, assisting the Supreme Heavenly Emperor in managing the growth of all things; the Southern Longevity Emperor is established in the South..." The Great Emperor governs all spirits and assists the Supreme Heavenly Emperor in managing the lifespan, fortune, and misfortune of the Three Realms; in the west, the Western Pole Gouchen Great Emperor governs all thunderbolts and assists the Supreme Heavenly Emperor in managing the three realms of Heaven, Earth, and Man, and oversees military affairs in the Three Realms; in the north, the Northern Pole Ziwei Great Emperor governs all stars and assists the Supreme Heavenly Emperor in managing the celestial meridians, the sun, moon, stars, constellations, and the four seasons; below, the Heavenly Emperor Chengtian Xiaofa Huangdi Zhi governs all lands, overseeing the Netherworld and assisting the Supreme Heavenly Emperor in managing the six paths of reincarnation, yin and yang, fertility, and the beauty of the earth's rivers and mountains. These six rulers form the backbone of the Heavenly Court, suppressing destiny and governing the Heavenly Way, and are indispensable. "Does anyone have anything to add to what Xuantian has said?" Xuantian asked after finishing his sentence. At this moment, everyone was still immersed in the power distribution structure of the Six Emperors as described by Xuantian, each pondering whether there were any suitable candidates for the Six Emperors' thrones among their own disciples, and in which places they would be suitable. Upon hearing Xuantian's question, they all solemnly replied, "The Six Emperors are in accordance with the Way of Heaven, and it is permissible. What Sage Xuantian (Senior Brother) said is very true."
Seeing that no one had any objections, Xuan Tian said, "Since no one has anything to add, I will continue. Please forgive any inaccuracies. With the Six Emperors established, the framework of the Heavenly Court is complete. Other duties can be established immediately based on the Six Emperors. The Heavenly Emperor is the supreme ruler, acting on behalf of Heaven, governing all heaven and earth. His duties can be divided into civil and military. Civil duties include personnel, household registration, rites, and public works; military duties include military affairs and justice. Personnel assist the Heavenly Emperor in managing the appointment, dismissal, evaluation, promotion, demotion, and transfer of Heavenly Court officials. Household registration assists the Heavenly Emperor in managing resources and household affairs." "The civil and military departments are divided into six major departments, corresponding to the six major functions, which check and balance each other. This ensures the Heavenly Emperor's authority while preventing the Heavenly Court from becoming too centralized and unstable. I wonder if you all think this method is feasible?" Upon hearing this, everyone agreed that it was feasible, very feasible. They had all worried that others' power would affect them, but with this division of power, no one was afraid, and they all expressed their agreement.
