One of the weaknesses of the League of Nations is that it is still very weak.

There was warm applause in the conference room, some of it was insincere, some was full of hope.

Before the applause had died down, Clemenceau announced today's topic: "Regrettably, due to the unrest in Russia, Germany, which was originally inclined to peace, has once again shown a strong intention to attack."

As he spoke, Clemenceau turned his gaze to the Italian and Romanian representatives in the audience.
