Many people were frightened and sent word:

"Instead of worrying about your own safety, you should consider improving your own capabilities. When we reach the interstellar age, we will discover that nuclear deterrence is nothing but a joke, a storm in a bottle. Fragile individuals will become increasingly vulnerable to destruction, but at the same time, intelligent civilization as a whole will become more powerful, able to wield more destructive weapons and more powerful construction capabilities."

"How about this? Aren't you guys building a nuclear fusion power station? I can provide you with 100 tons of helium-3 fuel mined from the Moon in exchange for the required low-power nuclear bombs, or I can pay you 100 billion in cash in exchange for the required low-power nuclear bombs... I'll give you two options for your consideration."

Two days later.

The Ministry of Nuclear Industry responded: They chose 100 tons of helium-3 fuel, on a cargo-to-carry basis... The energy released by this helium-3 can be used by Blue Mercury for a year, and the electricity generated can be sold for at least trillions.

But they also have a condition, that is, when Levi uses the nuclear bomb, they must send a few people to supervise and it must not be used for other purposes.

"Okay, deal."

Levi felt that the other party was being overly demanding, but he still nodded in agreement.
