Beckman glanced at Kuro, then at Shanks, and said nothing, drifting away on the sampan.
He dared not linger there any longer. The way Kuro stared at him made him realize that the man was indeed hesitating.
Indeed, Kuro hesitated; he couldn't decide whether it was better for this guy to be dead or alive.
But at least he lost two hands, which reduced his threat level to a point that Kuro could ignore. And if he died, the entire Red-Haired Pirates would definitely swarm him. So, whether he had one more Beckman or not wouldn't make much difference.
However, there is a high probability that his surrender and capture will prevent the Red-Haired Pirates from taking action.
Beckman isn't stupid. He wouldn't attack the Navy until he's absolutely certain he can save Shanks, and the Navy would have time to deal with it.

However, Kuro had no interest in playing these petty punishment games with Shanks; that would only make him seem narrow-minded.

The Golden Lion descended from the sky and landed back on the sea.
Kuro flicked his arm, and Shanks, who was bound by the water, was thrown onto the deck like a rag doll and crashed to the ground.
