"Yes, I understand, Mr. Kuro."

Kuro lowered his head and twitched the corner of his mouth. "You still know I'm the Chief of Staff of the Navy, not the Chief of Staff of the World Government. You call me over to handle things every day, and I'm helpless. It's exhausting to deal with both sides."

That's not how it works. They acted with integrity and fairness, not by resorting to violence. There's a difference between the two.

Kuro cursed at him, but Sakazuki retorted that he had fallen into depravity by speaking up for feudal aristocratic capitalism. If he had fallen into depravity, Sakazuki would punish him severely, even if he was the head of state.

Simply put, since the deaths of the old and new Four Emperors, Sakazuki now sees everyone as a hanged ghost, and spends his days clutching two books as dogma.
