And what's written on that note... is it true or false?

Everyone looked at each other, at a loss for what to do.

The same scene unfolded in the offices of officials of all ranks throughout the province.

How many people will scoff at it as a joke, how many will be terrified and suspicious because of such a small note, and how many will believe what it says and actually take action... that's all up to fate.
