Luo Wenyuan arranged for Inspector Liao to lead people to surround St. Vlad. When chaos broke out inside the hospital, they would rush in through the main gate to cooperate with the outside forces, protect the irrelevant personnel in the hospital, and arrange for them to evacuate if necessary.
