Returning to the Ming Dynasty as a Corrupt Emperor

Transmigrated to the Great Ming Dynasty, I became Emperor Zhu Youxiao, the Carpenter Emperor. Well then, I'll hide behind the scenes; I'll take the blame, and you all go die.

Chapter 5

In the early Ming Dynasty, subjects could only submit memorials to the emperor. However, in the 22nd year of the Yongle reign, it was stipulated that if officials had urgent matters that could not be presented in person, they could submit memorials. These memorials were used exclusively for official business. These memorials were folded paper, with six lines of twenty characters per line.

All public affairs, big or small, such as military, criminal, financial, and local affairs, were to be reported on the basis of a memorial book. Officials would use their seals to submit the memorials, which would then be sent to the Ministry of Public Administration for transmission to the Cabinet. Private matters were to be reported on the basis of a memorial book, which was not allowed to be reported on the basis of a seal.

The memorial is used for official affairs, and the petition is used for private affairs; the memorial is stamped, and the petition is not; both the memorial and the petition are submitted by the Ministry of Public Administration, and before the emperor reviews them, they have already been "drafted" by the Grand Secretary of the Cabinet.

In the Qing Dynasty, memorials could be submitted directly to the emperor without going through the cabinet, and they could contain anything. It was also allowed for subordinates to report illegal activities of their superiors.

Since memorials eliminated the need for intermediate links and were sent by imperial mail, they could not only be delivered to the emperor quickly, but also be directly returned to the officials who submitted the memorials after the emperor's approval of the imperial edict, so that they could be implemented immediately, thus greatly improving administrative efficiency.

At the same time, since memorials were submitted in secret, in addition to the normal relationship of leadership and being led, a relationship of mutual restraint was formed between the governors and governors of the provinces, between the local and central governments, and between the inner court and the outer court.

Ministers informed on each other, and the emperor had ears and eyes throughout the capital and beyond. No one knew who had reported what to the emperor. The emperor could directly learn about public and private events and interpersonal relationships, no matter how big or small, in central ministries and localities from the memorials.

The emperor then used memorials to rectify the administration of officials, monitor public sentiment, issue orders, and exclude dissidents. All affairs in the world were handled by one person, thus bringing feudal imperial power to an unprecedented level.

Looking at the submitted papers, Zhu Youxiao suddenly laughed. "Party strife, huh?" He seemed to have discovered something interesting.

Zhu Youxiao leaned on the couch, tapping on the question book with his hand, flipping through the question book in his hand, but his mind was not on the question book in front of him at all.

After a while, Zhu Youxiao withdrew his gaze, reached out and took out the question book. After reading it, Zhu Youxiao finally understood what was written on it - it was actually a question book handed over from Liaodong.

"Yuan Yingtai!" Zhu Youxiao sneered. He didn't expect that this question book was actually written by Yuan Yingtai.
