This may be the time when the fewest gods have attended the Covenant of the Gods. Even though Justice (Order) has relaxed the restrictions and extended invitations to all qualified true gods and subordinate gods who can attend as observers, not a single god associated with the Fear faction came, and only a handful of true gods attended.

As soon as he finished speaking, a chaotic yellow mist rose behind the Outer God. To the astonishment of the gods and everyone present, the surging chaotic giant hand quietly dissipated its aura of chaos and transformed into a star-shaped eye that was exactly the same as that of Destiny.
The stars in his eyes were dim and lifeless, yet the spiral continued to spin endlessly.
The two spirals resonated in unison, complementing each other, and soon merged into one amidst gasps of amazement from the audience.
The chaos was actually the Outer God, Deception, in disguise!
What about the real chaos?
The gazes of both gods and humans on the field unconsciously turned to the [Iron Laws of Order], which had been specifically mentioned by the Outer God. The movement of the [Order] Codex, radiating holy light, as it turned its pages paused slightly, and then a humming sound rang out:

Although the Outer Gods cannot defy the Covenant or negate the outcome of the Covenant of the Gods, the Fate, which possesses power surpassing that of the gods, can still influence this covenant through other means.
Even if His vote is rejected, it doesn't matter. After all, even if all the true gods present vote in favor, it's impossible for them to get more than half. This convention meeting is less a clown's lifeline and more a final cry and struggle for the divine right and "dignity" of those "foolish gods" who have been kept in the dark all along.
