After the perfection of heaven and earth, the formless will not increase, nor will heaven and earth actively promote the birth of new formless. Because the formless comes from the void, without the void, the impartial heaven and earth will not actively pursue changes.

On the other hand, if there were no Dao Zun to frame the Way of Heaven, then Heaven and Earth would not care about themselves.
