However, they added another clause: "If the losses caused by traffic accidents are caused by non-motor vehicle drivers or pedestrians deliberately bumping into motor vehicles, the motor vehicle party shall not bear compensation liability."

This means that if you encounter a car owner who is being scammed, he or she is not responsible! You can still pursue legal action against the perpetrator for fraud or endangering public safety!
