Dear governments and friendly organizations of all countries, and our fellow countrymen:
With immense excitement and pride, we solemnly announce to the international community that our National League for Democracy (NLD) Army has achieved a glorious victory in this campaign in northern Vietnam.
Successfully annihilated the 5th, 44th, 55th, 72nd, 34th, 49th, and 53rd Divisions of the Japanese Army, as well as the 4th Tank Division and the 37th Air Wing.
The Japanese forces stationed in Vietnam were killed, including Lieutenant General Tomoyuki Yamashita, the highest-ranking officer; Lieutenant General Akito Nakamura, commander of the 5th Division; Lieutenant General Takeo Fujioka, commander of the 44th Division; Lieutenant General Shota Yoshida, commander of the 55th Division; and Lieutenant General Naoki Matsui, commander of the 72nd Division.
They captured the 121st Infantry Division of the Hanoi-Tokyo Division, the Saigon-Annan Division, and the Phnom Penh-Cambodia Division, attacked 170,000 men, destroyed more than 500 tanks and more than 500 aircraft of various types, and seized countless supplies!
In this battle, the soldiers of the National League for Democracy displayed bravery and unwavering perseverance, steadfastly defending national sovereignty and territorial integrity under extremely difficult conditions. We pay the highest tribute to these heroes; they are the most respectable and admirable people of our nation and the country's most precious asset.
This victory is not only a military success, but also has profound political significance. We have sent a clear message to the world: anyone who attempts to infringe upon our national interests and sovereignty will pay a heavy price. Our people are united and determined to defend peace and justice, and will not tolerate any provocation or threat.
Here, we express our special gratitude to the international community for its support and attention. Peace and development are an unstoppable trend of our times and an important goal pursued by all forces of justice. This victory once again proves that justice will surely triumph over evil and peace will surely replace war.
We call on the international community to further strengthen cooperation and work together to safeguard world peace and security, and achieve sustainable development and win-win cooperation. Through mutual respect and equal dialogue, let us jointly build a more just, equitable, lasting, and stable new world order.
Once again, we pay the highest tribute to the glorious and victorious soldiers of the National League Army! Let us celebrate this great victory and remain steadfast in our determination to continue striving for even greater goals!
Thank you everyone!

The telegram shocked people both at home and abroad.
All radio stations, newspapers, and bulletin boards in Vietnam were filled with news of the great victory of the National League for Democracy (NLD) army.
A wave of jubilation swept through the crowd as people excitedly discussed the various benefits the battle had brought them.
People call this battle "the greatest victory in Vietnamese history".
Because, in this battle, the Vietnamese people finally saw the dawn of victory.
They knew that as long as they resolutely resisted the invaders, they could achieve victory.
Before this battle, no one dared to imagine that the People's Alliance Army could defeat the Sakura Country Alliance Army, and in such a great victory as a smaller force against a larger one!
This infuriated the Japanese.
Unbeknownst to them, their attention had shifted entirely from the Chinese battlefield to the Vietnamese battlefield.

July 19, Saigon Southern National Liberation Front Committee Office.
This place was originally the headquarters of the Japanese army stationed in Saigon. After it was occupied by the Southern National Liberation Front, it was renamed "Saigon City Southern National Liberation Front Committee Office".
Inside the meeting room, senior cadres of the Saigon Southern National Liberation Front were already in place.
Sitting at the conference table was a middle-aged man in a Zhongshan suit, who was Wu Yuanjia, the director of the Southern Recruitment Office.
"Director Wu, I do not agree to the conditions proposed by your Democratic League Army."
Political Commissar Nguyen Van Phong said, "I know that if it weren't for you drawing away the main force of the Japanese in the north, we wouldn't have been able to recapture the south."
"But without us, you cannot successfully complete your strategic counter-offensive!"
"That's right!"
"You want us to disband our organization and join the National League Army? That's impossible! No matter what conditions you propose, we will never agree!" Armed Committee Member Li Shuiwen and Organization Committee Member Li Minghua stood up and spoke.
"Please calm down, everyone."
Liang Minghua raised his hand, signaling everyone to be quiet.
As the organizer and core leader of the Southern National Liberation Front, he was well aware of what the Southern Liberation Front needed, and that such matters needed to be discussed gradually and could not be rushed.
After glancing at Wu Yuanjia, Liang Minghua's smile widened as he said, "Director Wu, the National League Army is in the north, and we are in the south. Actually, for both sides, the issue of interests and territorial division is not a problem. The real issue is..."
After a pause, Liang Minghua scanned the room and continued, "Our common enemy is those foreign forces."
“These foreign forces are the biggest obstacle to Vietnam. Only by driving them away or eliminating them completely can we unite as one, establish a coalition government, and eliminate the threat to the reunification of North and South from the root, so that the people can live a happy life.”
