**I. Operational Objectives**

1. Strike the National Liberation Front in the South and ensure that our strategic control zone extends to the entire southern Vietnam.

2. To destroy key facilities and supply lines of the Southern National Liberation Front, thereby weakening and annihilating its combat capabilities.

3. Ensure the occupation and control of key transportation hubs and resource points.

**II. Operation Time**

The action plan was scheduled to be launched at 08:00 on July 25, 1941.

**III. Troop Organization and Command**

This operation was commanded by Liu Qingshan, commander of the Southern Corps, and included the following units:

1. **2nd Infantry Division**: Responsible for flank attacks and breaking through the enemy's main flank defenses.

2. **5th Infantry Division**: Responsible for flanking maneuvers to ensure the enemy cannot effectively organize a counterattack.

3. **6th Artillery Division**: Provides fire support to strike key enemy targets and firing positions.

4. **9th Reserve Armored Division**: Main offensive force, ready to support major assault missions or respond to emergencies.

5. **10th Reserve Mechanized Infantry Division**: Responsible for coordinating with the main attacking force.

All units must cooperate closely and execute their missions efficiently.

**IV. Operational Steps**

1. Phase 1 (Breakthrough): The 9th Reserve Armored Division and the 10th Reserve Mechanized Infantry Division will be the main attacking forces, advancing into Binh Dinh province from the front, with the 6th Artillery Division responsible for artillery support.

The 2nd and 5th Infantry Divisions, acting as flank forces, launched a full-scale offensive against the first line of defense of the Southern National Liberation Front along the Quang Ngai-Kun Tsong line, and rapidly broke through the enemy's forward positions under effective fire support.

Before the attack, the air force will provide fire support and intelligence.

2. Phase 2 (Advancement): After a successful breakthrough, the 9th Reserve Armored Division and the 10th Reserve Mechanized Infantry Division will advance rapidly southward, along Binh Dinh Province, Phu Yen Province, Khanh Hoa Province, Binh Thuan Province, and up to Saigon City, capturing and controlling transportation hubs.

3. Phase 3 (Cleanup): The 2nd Infantry Division, the 5th Infantry Division, the Reserve 10th Mechanized Infantry Division, and other units work together to clean up the remaining enemy forces and control key towns.

4. Phase 4 (Consolidation and Preparation): Managing the residents in the occupied areas, preparing for the counterattack of the Southern National Liberation Front, and immediately standing by to receive new instructions and execute the next mission plan.

Precautions:

- All units must strictly abide by confidentiality regulations during the operation and must not disclose any information regarding the operational situation;

- Unified encrypted communication (encrypted using Chinese telegram) to prevent eavesdropping;

- Units must maintain close communication to ensure smooth information flow.

In case of emergency, commanders at all levels have the right to make adjustments on the spot according to the actual situation, but must report to their superiors immediately and request further guidance.
