The two sides gradually reached a preliminary agreement that the Alderaan star zone would become the revolutionary base of the Lightseekers fleet and help it contact the rebel forces across the empire.

A Galaxy Army consists of four "squadrons," each commanded by a Navy "Galaxy Commander," and equipped with 90 ships. (Sub-units include the Star Station Division, Biological Division, Escort Division, Ordnance Division, Optimal Attack Division, Support Division, Technical Affairs Division, Transport Division, and Galaxy Bombardment Group.)

A fleet consists of 3 to 7 "galaxy armies," commanded by a naval "fleet commander," and equipped with 280 to 400 ships. (Sub-formations include attack fleets, bombardment fleets, support fleets, logistics fleets, deep-dock fleets, and superior attack fleets.)

The Sector Group is the largest unit of the Imperial Navy. A Sector Group consists of four fleets, commanded by a "Supreme Commander" and the local "Sector Governor," and comprises 2,600 ships. (These include 24 Imperial-class Star Destroyers and 1,600 smaller warships. The remaining 700 ships, in addition to the 24 Imperial-class ships, may also include other types of capital ships, such as the "Victory-class.")

The Galactic Empire has a total of 10,000 star clusters! The total strength of the army, navy (and space force) combined is conservatively estimated to be around 32 trillion!

Today, the Alderaan sector controlled by Bail Organa is only one ten-thousandth of the Empire's territory! This shows how difficult it will be to overthrow the Empire's rule.
