Therefore, Fang Jian's proposal of the "Heavenly Law Court" was actually recognized by these Buddhas and Bodhisattvas who were against the Heavenly Law.

Anyway, I am just practicing the Heavenly Rules, not changing to the Taoist methods of the Heavenly Court, so it doesn't hurt to give it a try.

In this way, the proposal of "Tianluyuan" was unexpectedly passed in the Buddhist community this time, and then it became a matter of studying which Bodhisattva should be sent to preside over it.

The Tathagata Buddha asked everyone to recommend, and soon the Buddhas began to nominate their own candidates.

Some recommended Avalokitesvara Bodhisattva, some recommended Manjushri Bodhisattva and Samantabhadra Bodhisattva, and some recommended Ksitigarbha Bodhisattva... In the end, even the Eight Great Kings were recommended.

But these people were rejected by the ancient Buddha Dipankara, Maitreya Buddha and Medicine Buddha. "The Eight Great Bodhisattvas and the Eight Great Kings are not suitable." Maitreya Buddha shook his head and said.

Medicine Master Vaiduryaprabha Buddha also said: "Although the Western Paradise is important, it is not enough for us to send the Eight Great Bodhisattvas and the Eight Great Vidyarajas to go there."

The ancient Buddha Dipankara also nodded and said, "What Maitreya Buddha and Medicine Master Vaidurya Light King Buddha said is very true. In my opinion, we can just send a Bodhisattva who has attained the later stage of enlightenment."

Upon hearing this, the Buddhas once again turned their gaze towards Tathagata Buddha.

The second Tathagata Buddha said to Avalokitesvara Bodhisattva, "Does anyone have a candidate for Venerable Avalokitesvara?"

When Avalokitesvara Bodhisattva heard the Buddha's question, he immediately bowed and said, "I recommend two Bodhisattvas of the Vinaya school."

When the Buddhas present heard what Guanyin Bodhisattva said, they were a little surprised, but they thought it was understandable.

The disciples of the Vinaya school take Buddhist precepts as their main principle and attach the most importance to them among all Buddhist sects.

The reason why the previous Buddhas did not recommend the two Bodhisattvas of the Vinaya School was not because they did not know this point, but precisely because they knew it, they were unwilling to recommend these two Bodhisattvas.

However, it was both unexpected and expected that Guanyin Bodhisattva recommended two Bodhisattvas from the Vinaya School to go to the Western Paradise to take charge of the Buddhist precepts.

But since Guanyin Bodhisattva had already spoken, Maitreya Buddha immediately said to Tathagata Buddha: "I think that the candidate recommended by Guanyin is very reasonable."

The Tathagata Buddha nodded slightly, then said, "Shemoteng, where is Zhu Falan?"

Two bodhisattvas of the Vinaya school, Shemoteng, the White Horse Bodhisattva, and Zhu Falan, the Dharma Treasury Bodhisattva, immediately stepped down from their lotus platform and bowed, saying, "Disciple Shemoteng (Zhu Falan), pays homage to the Tathagata."

Buddha Tathagata looked at the two and asked, "Which of you two will go to the Western Heaven Palace to take charge of the Buddhist precepts of Xiniu Hezhou?"

Shemoteng and Zhu Falan exchanged a glance, then Shemoteng stepped forward and said, "Your Highness, the Buddha, Dharmazang Bodhisattva's Dharma is profound and profound, and he is well versed in the Buddhist scriptures, precepts, and laws. Therefore, I recommend Dharmazang Bodhisattva to go."

You have to know that going to the Tianluyuan is not an empty or meaningless position. After going to Xitianfu, you have to obey Fang Jian's jurisdiction, but you are in charge of the precepts and judgments of the Buddhist disciples in the human world of Xiniu Hezhou. It is definitely a position with great authority.

The Tathagata Buddha cast his gaze upon Zhu Falan and asked, "Zhu Falan, are you willing to go?"

Zhu Falan immediately clasped his hands together, chanted the Buddha's name loudly, and said, "Disciple Zhu Falan is willing to go. I will do my utmost to rectify the precepts and laws of the Buddhist sect, to uphold the holy sect, and to spread the Dharma."

The next day, Zhu Falan personally came to Xitianfu from the Great Leiyin Temple to discuss with Fang Jian the detailed rules for jointly establishing the "Tianluyuan".

After three days of discussion, Zhu Falan and Fang Jian finally finalized all the rules and regulations of the Tianluyuan.

If the 'Buddhist Association' that Fang Jian proposed to jointly establish last time was still an equal status for the two parties, then this time the Tianluyuan was completely a subordinate department of Xitian Mansion.

Moreover, even if the Bodhisattva Zhu Falan was in charge, he had to obey Fang Jian's jurisdiction. In the Tianlu Court, his status was equal to that of the General Destroying Altars and the General Destroying Temples.

Finally, Fang Jian and Zhu Falan chose an auspicious day. Six days later, Fang Jian, on behalf of the Heavenly Court and the Western Heaven Palace, and Zhu Falan, on behalf of Buddhism, jointly announced the establishment of the "Tianluyuan".

After a series of struggles and killings, Fang Jian finally brought the Buddhist sect of Xiniu Hezhou under the rule of Xitian Prefecture in terms of fact, name and form.

Therefore, when the establishment of the "Tianluyuan" and the announcement of Buddhism and the Western Paradise were spread to the other three continents, the gods and immortal officials on the three continents were shocked.

The most shocked and unbelievable ones were the Heavenly Sovereigns of the other three continents. Compared with Fang Jian, who had just taken office in Xitian Mansion not long ago, they had been guarding a large continent for so many years, but seemed to be doing nothing.

Fang Jian accomplished something that no other Heavenly Lord had ever been able to do. Not only did he completely bring the entire Xiniu Hezhou under the rule of the Western Heaven Palace, he also forced the Buddhist sect to compromise and make concessions to the Heavenly Court. This was a situation that the Eastern Qinghua Emperor and the many emperors and gods in the Heavenly Court had never imagined at the beginning.
