Therefore, after the Dharma Assembly for Exhorting Good Deeds is over, Xitian Prefecture will work with Abbot Sangmojie of Amoghavajra Temple to streamline and reorganize all Buddhist temples and Zen monasteries in Shaluo Kingdom. The entire Shaluo Kingdom has six counties, and the 118 Buddhist temples and Zen monasteries are too many. They should be reduced to six major Buddhist temples, plus Amoghavajra Temple, for a total of seven Buddhist temples. In addition to Abbot Sangmojie of Amoghavajra Temple, the other six major Buddhist temples will each have an abbot. But how should we open Buddhist temples and Zen monasteries? Where should we open them? How many should we open? I'm afraid this is not the business of the Western Heaven Palace, right? Forget about the Western Heaven Palace, even the Heavenly Palace can't interfere in these matters, right?"

Fang Jian smiled faintly and said, "The Heavenly Court is the ruler of the Three Realms. If you Buddhists establish temples outside the Three Realms, I, the Heavenly Court, will naturally have no control over it. However, Xiniu Hezhou is one of the four major continents of the Great World of Jambu. The Great World of Jambu is the center of the Three Realms. If you Buddhists want to establish temples in Xiniu Hezhou and establish a foothold to spread your teachings, I, the Heavenly Court, as the ruler of the Three Realms, naturally have the right to govern."

At this point, Fang Jian looked at the host and said, "If you don't want to, you can leave Xiniu Hezhou and the Three Realms! What is the full name of Xitian Mansion? It's 'Xiniu Hezhou Tianjun Mansion'. It's the Tianfu established by the Heavenly Court in Xiniu Hezhou to govern the affairs of Xiniu Hezhou on behalf of the Heavens. Tell me, does Xitian Mansion have the authority to govern?"
