Fang Jian and the Queen Mother of the Nine Heavens agreed that the Zong Kingdom would be incorporated into the Heavenly Court, and that the Heavenly Court would not just be called "Heavenly Court". Its full name would be "Innate Infinite Heavenly Court", or simply "Heavenly Court", to distinguish it from the Heavenly Court in the lower realm.

In addition, Fang Jianxian was responsible for the formulation of the heavenly position and administrative system, and Jiu Tian Xuan Nu was responsible for the formulation of the heavenly military system.

Of course, all this must start with Fang Jian, because the military system must be dependent on the administrative system.

There are also two minor fruit positions, the Great Spiritual Officer and the Spiritual Officer. Seeing this, Fang Jian started with the Spiritual Officer fruit position. It's very simple. This position is specially set up for the highest ruler of heaven. It is the same position as the 'Xiantian Wuji Daozu', which is equivalent to a special title among the Xiantian Wuji Daozu. Only that person can obtain this title, and he also has the same special authority.

After formulating the fruit position, Fang Jian informed Tai Su Daozu of the fruit position change information of the Xiantian Position Karma Diagram, and asked him to tell Haotian Daozu about the 'Xiantian Position Karma Diagram' and the 'Wuji Position Karma Diagram'.

Only after Daozu Haotian knows about this, the unification of the Xiantian Karma Diagram and the Fruition Position of Heaven can be legitimate.

Afterwards, Fang Jian put away the Hongmeng Editor and began to continue formulating the administrative system of the Heavenly Court. This was a more complicated matter because it had to be distinguished from the Heavenly Court in the lower world.

Although Fang Jian envisioned that the heaven in the lower world would also be part of the Xiantian Wuji Heaven in the future, necessary distinctions still had to be made now.

Therefore, Fang Jian first opened four jade palaces, namely:

The 'High and Divine Judicial Jade Palace' is responsible for administering the Heavenly Rules and Jade Laws.

The 'Gaoshang Shenxiao Sizheng Yufu' is responsible for managing the affairs of the heavenly court.

The 'Gao Shang Shen Xiao Si Ling Yu Fu' is responsible for managing the finances of the immortals.

The 'Gaoshang Shenxiao Sijun Yufu' is responsible for managing the military affairs of the army.

Finally, there is the office of the Great Celestial Lord, the 'Yuqing Gaoshang Lingxiao Palace', which is the highest ruling center of the Heavenly Court. It will not be established on the land of the Xiantian Wuji Realm, but directly in the 'Haotian Palace' of the Supreme Sky.

In the new heavenly system established by Fang Jian, all people are distinguished only by their positions and powers, but not by their ranks or levels.

It was half a month later when Fang Jian perfected all the positions and systems. During this half month, the Queen Mother of the West also improved the military system of the Heavenly Court based on the system formulated by Fang Jian.

So, a month later, the two of them officially flew up to the supreme sky on the unpolished jade crane with a brand new system of the Heavenly Court, and came to the Haotian Palace to meet Haotian Daozu.

Daoist Master Haotian ordered the two of them to come in for an audience, and then Fang Jian and Lady Jiutian met Daoist Master Haotian in a forest garden within the Haotian Palace, and presented a whole new set of heavenly court systems to Daoist Master Haotian for his review.

After reading it, Daozu Haotian smiled and asked Fang Jian and Jiutian Xuannu, "Let's put this aside for now. When are you two planning to hold your grand ceremony?"

Hearing Daozu Haotian's words, even the usually generous Jiutian Xuannu couldn't help but feel a little shy. Fang Jian was fine, he smiled and said: "Great Celestial Venerable, Yuluan and I have discussed it, we can just get married and become a couple, and all the conventional rituals can be waived."

When Daozu Haotian heard this, he looked towards the Lady of the Nine Heavens, then shook his head and said, "It seems that I won't be able to drink this glass of wedding wine from you two."

"That's not the case." Fang Jian said with a smile, "After some time, when all the affairs of the Heavenly Court are settled, I will still invite relatives and friends to have a drink at the wedding."

Upon hearing this, Daozu Haotian smiled and said, "That's good. Returning to simplicity and nature is the true way. Clinging to conventional etiquette is the opposite of the truth."

After saying this, Daozu Haotian weighed the two jade slips of the Heavenly Court system in his hand, and then said, "Come to Haotian Palace to see me again in three days."

Upon hearing this, Fang Jian and Jiu Tian Xuan Nu immediately bowed and said, "Yes."
