It's confirmed that this is an employee card, and a high-level one at that. The comic includes a scene depicting the patrol team's thoughts: opening a prison cell directly requires authorization from a department head or higher within the General Administration.
There's a point here: people might be overestimating Yan Lan's strength. Yan Lan tore open space to reach the prison corridor, not directly into the cell. This is because the laws protecting the cells are stronger; based on details in the panel, both the forbidden abilities and the protective laws are present in the cells, not in the corridor.
Yanlan was able to easily take Lin Cai and Hu Zai away because she had an employee card with high-level privileges.
