Knowing that the city's construction required a large amount of materials, the people all volunteered to participate.
This caused the two factories, which originally operated on a single shift, to suddenly have several times more workers, switching to three shifts. The machines worked day and night, and the workers took turns resting. This also made people in other factories work even harder, for fear that they might be replaced because others were working too hard.
