The "he" the bearded man was referring to was a bigwig in the light weapons research department.
The bearded man himself is one of the top figures in the light weapons research department. His feud with another bigwig has been going on for a long time. He had previously approached Jiang Cheng about this, but Jiang Cheng dismissed him with a few words.
