Why isn't he saying anything in Chapter 28?

Ye Jingchen skillfully picked him up and walked to the emperor. "Jinghe, look! Your father has come to see you!"

Ye Jinghe wrapped his arms around Ye Jingchen's neck, rested his head on Ye Jingchen's shoulder, and looked up at the emperor with curiosity.

The emperor was greatly surprised to see this.

It's both strange how Ye Jingchen holds the child so skillfully and strange how Ye Jinghe is so attached to Ye Jingchen.

He belatedly realized that Ye Jinghe did indeed not seem to have said anything.

He had read the book and knew that Ye Jinghe was not mute, so even though Ye Jinghe had not spoken, he did not think much of it and assumed that the child was frightened and that was why he had not spoken.

But when the emperor asked him that question, he realized something was wrong.

Ye Jinghe is being far too quiet.

Physician Zhang was waiting nearby. Ye Jingchen quickly carried Ye Jinghe to him and said, "Physician Zhang, please take a look."
