Chapter 484 Standardized Management
It's late at night.
Cheng Wanwan was still studying the village committee management model in her bedroom.
Although she has experience in corporate management, corporate management and village management are completely different. The latter is more complicated. Before the migrants joined, there were nearly twenty different surnames in the village. With the migrants, there were even more surnames. However, the only thing to be thankful for is that the migrants basically had one surname per family and did not form a clan power, so they would not unite to cause trouble.
The largest surname in Dahe Village is Zhao, followed by Xu, then Zhang and Wang. These smaller surnames have grown in number over the years, so they elected a clan leader. With a clan leader, there is cohesion, and a group of people are naturally more likely to cause trouble.
Balancing the interests of the extended family and the smaller family is a difficult task.
That night, Cheng Wanwan slept for a little over an hour.
When I woke up in the morning, it was already bright outside.
She had barely made a sound when there was a gentle knock on the door. She said, "Come in," and Ninglan came in carrying a basin of water and placed it on the shelf.
Cheng Wanwan didn't need anyone to help her brush her teeth and wash her face. She rolled up her sleeves and did it herself. Then she sat in front of the mirror, and Ning Lan came over to help her comb her hair.
Before Ninglan came along, she would just casually comb her hair, and that was enough. Now that Ninglan combs her hair every day, she realizes how careless she had been before.
Ninglan didn't have any exaggerated hairstyle, but she looked much better, and her hair didn't fly around everywhere.
She changed her clothes and went out. Breakfast had already been prepared in the hall: a bowl of dumpling soup with shredded meat and a fried egg. One bite and her mouth was filled with delicious flavor.
Granny Qi stood to the side and said, "Madam, it's already late September. Shouldn't we prepare winter clothes for the servants in the manor?"
“I’d forgotten about it if you hadn’t mentioned it. Prepare two sets of winter clothes for each person, and don’t forget the shoes and socks.” Cheng Wanwan put down her chopsticks. “Go and tell the workshop that each employee also needs two sets of winter clothes. Get them made before the weather gets too cold.”
Granny Qi nodded: "Yes, Madam."
After arranging things at home, Cheng Wanwan took her notebook and headed towards the village head's house.
She doesn't need anyone to serve her when she's running errands in the village. She walks alone to the other end of the village and encounters many villagers along the way. They greet her warmly, and she responds warmly in return.
Just as she arrived at the village head's house, Zhao Tiezhu came out of the house. Seeing her, he greeted her warmly, "Auntie, you're here! Come in and sit down. I'll go pour you some tea."
The village head came out of the house and sat under a tree in the courtyard with Cheng Wanwan. He sighed and said, "I didn't sleep a wink last night and still couldn't come up with a solution. Aunt Dashan, I'm afraid we'll have to trouble you with this again."
“What’s the trouble? I’m also from Dahe Village. What’s in the village is my business.” Cheng Wanwan looked up at Zhao Tiezhu, who was sitting on the other side doing accounts, and waved her hand. “Come over here too. You can listen in and give me your opinions.”
Zhao Tiezhu immediately closed the ledger, walked over, and obediently sat down at the table.
“In the past, there wasn’t much going on in our village. We just farmed all year round. As the village leader, Uncle Village Head was mainly in charge of farmland matters, or mediating disputes between families. That seemed to be all he did,” Cheng Wanwan said. “But this year, there have been more and more things happening in the village. Uncle Village Head can’t handle it all himself, so he asks Tiezhu to help, and sometimes even Tieshuan has to come and help…”
The village head nodded repeatedly.
In the past, he didn't have much to do. He would patrol the fields every day, and mediating conflicts was his main job.
But now, he's so busy every day that he can't even sleep well at night. He looks like he's aged five years in the past year, which is all due to overwork.
“Sometimes, you have to learn to delegate the power you have,” Cheng Wanwan said. “Mobilizing everyone in the village to manage Dahe Village, so that everyone can truly treat Dahe Village as their own home, can not only increase everyone’s sense of belonging, but more importantly, it will make things much easier for Uncle Village Chief, and it can also improve his relationship with the villagers.”
The village head frowned: "They're all just farmers who work in the fields. They have no idea how to manage a village. If the village is handed over to them, there will definitely be trouble."
“Our village has over a thousand people, are they all just rough men who don’t know how to manage?” Cheng Wanwan continued, “The Xu family, the Wang family, and the Zhang family are all small families with some members. There must be capable people among them. Select some of them to help manage the village. After they participate in management, they will know the hardships involved and will naturally stop causing trouble openly. When I say let them help manage, I don’t mean that Uncle Village Head should give up his position. Rather, I mean that all the tasks should be broken down and each person should be responsible for a specific task.”
She spread out her notebook and said, “Money is of utmost importance and should not be managed by one family. The correct approach is for one person to manage the accounts and another to manage the money. Furthermore, the two should not be related. In other words, someone from the village should be chosen to assist Tiezhu.”
Zhao Tiezhu immediately nodded: "I agree with what you said, Auntie."
He is upright and honest, yet he was questioned by so many people yesterday. He is not good with words and could not explain clearly. If an outsider were to supervise him, he would no longer have to worry about being doubted.
“Besides money, there are many other things, such as the trivial matters in the village, like which mother-in-law and daughter-in-law are having conflicts, which sons are not dividing the family property equally, and which family wants to abandon their daughter after giving birth… Several such troublesome things happen in the village every month, and each one is handled by the village head or his wife. You two are also busy and annoyed at times. It can’t always be like this, can it? It would be better to find someone from another family to handle these messy matters…”
Cheng Wanwan spoke eloquently.
"As for matters in the fields, every year during spring planting and autumn harvest, the village head has to remind each household. If anyone is lazy and doesn't cultivate the fields, the village head has to go to their door to persuade them... Couldn't these tasks be shared out?"
“Now that our village has tourism, there are so many things to do. It’s impossible for Uncle Village Head and Tiezhu to manage it all on their own. We need to ask a few more people to help out…”
After she delved into the conversation, Zhao Tiezhu immediately understood what she meant and continued, "Our village also has a patrol team, which should be listed separately. And the school is also of paramount importance; it should be managed by designated personnel..."
The village head nodded: "The village gives them power and pays them wages. I think many people will be willing to do it."
"We must be careful when selecting people," Cheng Wanwan said slowly. "We should select the Xu, Wang, and Zhang families for important positions, but we can't overlook the branch of refugees, nor can we neglect the small, independent families..."
The three talked for nearly two hours before finally finalizing the newly created positions.
