Chapter 406 Two Roads



The last pilgrim to interest Todd was Vulgar, a former favorite of the Kingdom of Ulster.

Todd had always thought that Vorgal's offer of his daughter as a concubine was just empty talk. But for some inexplicable lapse of judgment, the old man actually declared in the temple, "My most precious treasure is my daughter; I will offer her to the son of the gods!"

Not only that, this old man even shamelessly brought his daughter along!

Seeing Vorgal's daughter, Emerald, forced to wear barely covering clothing in the chilly temple, and with only endless fear and despair in her eyes, Todd instantly lost all goodwill towards that heartless parent.

Todd gave Evie a look, and she immediately understood and gathered a few of her sisters, who then dragged the father and daughter out of the temple.

After dealing with this minor incident, Todd continued to meet with believers.

Fortunately, not many people were entitled to enter the temple to worship the sons of the gods. Todd spent most of the day meeting with all of them, selecting one hundred outstanding individuals from among them, establishing a soul link with them, and then taking them on a tour of Asgard in the soul space before he could finally catch his breath.

After finishing the pilgrimage, Todd summoned the stewards of Froststone City and, after some discussion, understood the management style and hierarchy there.

The original tribal chiefs have gradually lost their power; while the shamans who spread the faith of the gods have become the rulers of Froststone City; as for the warriors, they spontaneously elect leaders based on their race, territory, and past, and form legions to obey the "decrees of the gods" conveyed by the shamans.

Specifically, in Froststone, where the faith in the gods was unbreakable, the pyramid of power became like this:

The first tier is naturally the source of the gods' faith, which is Todd's tyrannical form.

The second tier consists of shamans who possess the authority to speak the will of the gods. They formed a shamanic council and, based on their spiritual meetings with Todd, arranged and organized the production, construction, development, and military affairs of Froststone City.

However, even within the spirit realm, Todd couldn't oversee every detail of Froststone City's affairs. In such situations, the shamans would convene to discuss and vote, ultimately making a decision.

The third tier consists of armies composed of warrior groups. Initially, on the battlefield, warriors often fought in groups based on race and birthplace. At first, these were simply groups of people of the same race or close friends, helping each other in battle. But as time went on, these cooperative fighting groups gradually expanded into battlebands.

For example, Ackerman and Kasper gathered most of the gladiators and organized them into a warband called the "Red Branch Army"; the barbarian veteran Fried integrated the Froststone people into the "Falcon" warband; refugees from the Holy Guard City spontaneously formed the "Windhammer" warband... In this way, hundreds of large and small legions were organized in Froststone City.

The warriors have only two requirements for the commander who leads the battle group: first, he must have outstanding skills and be able to command respect; second, he must be a warrior recognized by the Son of God (who has completed his soul link with Todd).

Before each external campaign, the shamans and commanders would hold a military conference, where each legion would receive different tasks and objectives based on its own strengths and troop strength. Of course, rewards after the battle were also determined and distributed by the shamans at a unified meeting, based on the difficulty of the mission.

As for the fourth class, they are the commoners of Froststone City. The only difference between them and the slaves of the fifth class is whether or not they have freedom.

Thus, the city of Froststone, constructed by five major social classes, achieved a remarkable balance in both power and economy.

This balance, by all accounts, should not exist. But in Froststone City, it has become a reality.

In Todd's view, Froststone City's development model and Duskwood City's model were completely at opposite extremes.

One is domination based on divine authority, and the other is autonomy based on civil rights.

Todd was somewhat confused about which path was the right one.
