To show his sincerity, Shuichi Akai briefly explained the situation.

From a common-sense perspective, it would be more appropriate for Morofushi Takaki to accept his apology than Amuro Tooru.
Akemi sighed softly beside her.
"It's not your fault, Mr. Akai. You were doing it for the mission..."
Shuichi Akai stared at her intently, about to say something, but Yoruichi Toyama spoke first.
"We can't lose our basic humanity just for the sake of a mission."
Yoruichi Toyama spoke bluntly, but her tone was gentle, as if she were trying to comfort him.
“I think Mr. Akai is right. Inspector Morofushi, as well as you and Akemi, all deserve Mr. Akai’s apology.”
Shuichi Akai smiled, feeling understood.
"Then, Mr. Toyama..."
“I’ll ask the police to contact Officer Morobuchi,” Yoruichi Toyama replied.

"Who was the person who arrived later?"
"If he wasn't part of the organization, wouldn't Officer Zhu Fu have died unjustly?"
Shuichi Akai gave him a strange look: "Of course not."
