The more in-depth a country's research into magic is, the more accurate its understanding of this point will be.
Although Japan doesn't use the Magic Brain, it has a very good understanding of its importance.
This can be seen in the fact that America and China are massively expanding their ranks of researchers within the system.
Japan and Australia ceded the first magoin to England, and even though England paid a price, Japan still felt it had lost out.
After Merlin appeared in public, Japan felt even more cheated.
Now that they have learned that England was withholding information, the Japanese decision-makers are furious.

The fabricated insiders and the fictional news, combined with their appeal to public opinion, quickly spread widely.
The following news item generated far more discussion among the English public than the previous one.
"England's magical community wins big" even trended on Twitter.
"So the magical world really does exist? The magical world in England certainly lives up to our powerful tradition."
"Could we urgently give the England team, who are participating in this year's Europa League, some special magical training? These damn guys have never won the Europa League before!"
The Europa League is held every four years and has been held 16 times. England's best result is runner-up in 2020, and they have never won the title.
Of the three countries—England, Germany, and France—only England has never won the Europa League, while the other two have won it more than once.
"Well done, England's magical community! I just want to ask when Hogwarts, or whatever you call a magic school, will open its enrollment?"
