At Yucai Agricultural Supplies and Seeds Store, Zhang Yucai watched as the officials from the Industrial and Commercial Bureau moved away his store's "Jufeng No. 1" seeds and confiscated his business license. He was on the verge of tears and quickly followed behind, pulling away the familiar enforcement team leader.
