許嵩嶺哼了一聲:“是不是太閑了?要是太閑了去幫幫重案三組的忙,他們那邊有一樁水庫抛屍案,正在頭疼呢。”
趙向晚還沒說話,何明玉已經連連擺手:“許隊你可饒了我吧。我聽說那樁案子已經成功讓重案三組的人減肥五斤。那臭味沾過之後,見到吃的就想吐,慘!”
許嵩嶺道:“那就都給我老實點兒!”他看一眼趙向晚,語重心長地說:“咱們警察破案,要掌握犯罪心理,而不是由己推人。”
他拉了把椅子坐下,打算好好給重案組的年輕人上一課。

昨天晚上老高提起蔡暢的時候滿是懷念,再加上又是被殺的同行,重案組的年輕人內心對他充滿同情,還真沒有細想過他處理樊弘偉、曹得仁打架鬥毆案到底是對是錯。
許嵩嶺繼續說話:“蔡暢1982年2月升任副所長,有了配槍資格,按理說不應該随身攜帶,但那個時候管理不嚴格,再加上派出所人員少,副所長話語權大,因此蔡暢攜槍外出無人置疑。正是因為這點疏漏,或者說……過于自大,缺乏對警察權力的敬畏心,這才有了這場禍事!”

其他人聽膩了,可趙向晚卻是第一回 聽,聽得非常認真。身為警察,的确要對手中權力有敬畏心,抓捕、取證、訊問、傳喚……一般人聽說你是警察都會有些害怕,畢竟,對普通老百姓而言,警察是有特權的存在。
如果濫用警察權力,那對民衆而言就是災難。

兇殺案第一怕激情殺人,第二怕殺手作案,因為無規律可循。
激情殺人,往往是一瞬間的事,比如擦肩而過,比如人海中一個眼神的對視,突然就動了殺機。殺完人兇手離開,人生再無交集,怎麽找?在DNA檢測還沒有完全推廣、監控沒有遍布城市各個角落的九十年代初,根本尋不到兇手的一絲蹤跡。
殺手作案,那就更難偵破。殺手是受過訓練的人,隐蔽性、反偵查能力極強。除非有內線、或者找到仇家信息,進一步監控仇家賬戶流動,才有可能揪出真兇,否則,望洋興嘆。
朱飛鵬舉起手:“我有個問題。如果是殺手,應該不是本地人吧?為什麽不對周邊旅館近期進出星市的陌生人進行盤查?”
許嵩嶺看了他一眼:“就你聰明!”當時案件偵查動用無數警力,不要說周邊旅館,所有星市的旅館、出租屋、酒店全都查了個遍,一個一個地排查,都沒有找到可疑之人。
朱飛鵬有點郁悶:“哦,那有可能不是殺手,是本地人作案吧。”
何明玉說:“一般人犯下兇殺命案之後,都會害怕逃走。只要一逃,就有跡可查。既然警察當年沒有查出什麽,那說明兇手心理素質非常好,殺完人卻像沒事人一樣,照樣工作、生活。”

趙向晚說:“其實也是有線索的。兇手是男性,三人,身高168-175、體重120-140,步态正常,從下手的速度與力量來看,應該是年輕人,并且受過一定的訓練,可能是當過兵,或者民兵,或者習武。”
許嵩嶺點頭:“沒錯,這些線索是兩個案子留下的。但星市這麽大,具有這樣特征的年輕男性太多,沒辦法一個一個地排查。”
何明玉想起一件事:“不是有半個指紋?”
許嵩嶺長嘆一聲:“可惜,我們也沒辦法把全城人的指紋都采集比對。何況,那個指紋并不清晰,而且只有半個。”
朱飛鵬不滿地嘟囔了一句:“說白了,還是工作量太大,全靠人力不知道搞到猴年馬月。要是有機器能夠幫忙,把指紋一錄入,自動比對,該多好啊。”
黃元德慢條斯理地說:“你說的這個,現在還不行,也許未來可以。我看過一部科幻小說,未來機器比人聰明,可以快速幫助人類完成許多枯燥的任務。”
許嵩嶺搖搖頭:“說起來容易,做起來難啊。只是半個模糊指紋,人工一一比對,你們說需要多少時間?”
指紋是人體獨一無二的特征,每個人、不同手指的指紋都不一樣,其複雜程度足以提供用于鑒別的足夠特征。
現場留下的指紋,是右手食指外側的半個指紋。如果要進行指紋比對,首先就要進行采集,采集完整的右手食指指紋。設定出幾十個基本特性點,一一進行比對。
現場采集、确認有效性、送到刑偵技術中心,再由專人比對,一個人、一個指紋,最快也需要耗費三個小時的時間。
1982年星市全市近百萬人口,年輕男性也有十幾萬,如果全部進行采集指紋對比,需要四十萬個小時,換算下來就是四十六年時間。
四十六年!所有人都張大了嘴,完全是不可能任務!
