Three days later, the Chairman of the Central Military Commission issued a notice to the thirteen military regions regarding the army-wide competition on April 8.
In order to have a full mental outlook, the General Military Region will send instructors to each military region to provide guidance.
On the day when the commanders of each military region received the notice, the instructors sent by the General Military Region arrived at the gate of their military region.

Those people were furious after hearing this.
