This is an "appointment letter" which details the establishment of the Datong Joint Defense Brigade and appoints Sun Dabiao as the captain of the Datong Town Joint Defense Team.

The wording in this "appointment letter" isn't exactly the same as the one Chen Yu got from the Zhongyang Garrison Command, but it's pretty much the same.

Aside from the different appointed positions, the most obvious difference is in the signature and seal.

Chen Yu's appointment letter was signed by the military region commander, while Sun Dabiao's was signed by the urban management bureau of a certain district in Baqing City.
