Gu Shaoyu was looking at a memorial in his hand. It was a memorial from Zhongzhou, written by Ling Xun to the imperial court.
He persuaded the people of Zhongzhou to abandon their rebellion and reconcile with the imperial court.
Ling Xun sympathized with their plight, but also needed to give the court an explanation, so he only arrested the two ringleaders, Xu Zhisheng and He Guangzhi.
Those two were not vicious criminals to begin with; their families were prominent in the area. During the earthquake, all of their family members except for them perished.
Despite his grief, Xu Zhisheng pointed out the location of his family's granary to the people and told them to go and distribute the stored grain.
Later, he discovered that the government was not providing a single grain of food, but instead was leading the way in selling it at high prices. He led a group of survivors to the Crown Prince to demand an explanation, but the Crown Prince's men arrested dozens of them on the grounds of causing trouble and imprisoned and tortured them.
The people barely escaped the natural disaster, only to die from government and military suppression and the subsequent famine.
Enraged, he led the people in rebellion and seized the Zhongzhou government office.
Later, He Guangzhi also led a group of people to join Xu Zhisheng, and the number of people revolting increased.
After being persuaded to surrender by Ling Xun, the two men were willing to die and pleaded with the court to treat the people of Zhongzhou kindly.
Ling Xun also said in his memorial that the counties in Zhongzhou most severely affected by the disaster have begun post-disaster resettlement and reconstruction.
"About 200,000 shi of grain and 3,000 shi of salt have been collected. The people of Zhongzhou are deeply grateful and have spontaneously presented Your Majesty with the 'Ten Thousand People Umbrella'."
Zhou Shaoyu made no annotations and presented the memorial directly to Emperor Hui.
Emperor Hui was overjoyed and breathed a long sigh of relief; this was the happiest thing that had happened to him in months.
