Chapter 573 Film Censorship

On August 26 of the same year, the first local film censorship agency in China was established in Hengdian, Zhejiang. Meanwhile, another local censorship pilot program—the Guangdong Film Censorship Group—was also established early on, consisting of 11 members.

During the film review, the process is conducted in groups, with each group having at least three people watching the film. If there are any objections, the group leader can be asked to watch the film together, or the film can be directly submitted to the State Administration of Radio, Film and Television for processing.

The initial review period for films has been shortened from the 20 days stipulated by the State Administration of Radio, Film and Television to 10 days. After passing the initial review, a public screening license can be obtained from the State Administration of Radio, Film and Television, followed by a final technical review.

"But this only gives you the right to conduct a preliminary review; you still have to report it to the State Administration of Radio, Film and Television later."

"Furthermore, given the unique circumstances in Shanghai, the number of provinces and municipalities initially implementing local management in the pilot program was reduced from seven to six. The radio and television departments and film censorship agencies in Jilin, Guangdong, Zhejiang, Shaanxi, Hubei, and Beijing are now responsible for submitting and approving film scripts (synopses) for filing and conducting preliminary reviews of films within their respective administrative regions. They also have the final review authority for all types of films except for those on major revolutionary or historical themes, major documentary films, and Sino-foreign co-productions."

"However, local censorship has not been truly implemented in recent years, and many film producers still choose to take their copies north with them."

The reason for this is that the responsibilities and powers of local review are not clearly defined, and the State Administration of Radio, Film and Television has not further encouraged this policy, making the relevant departments responsible for local review hesitant to fully implement the regulations.

Shen Fang understood: "If superiors don't encourage it, subordinates won't be able to implement it."

Song Jiongming smiled: "As long as nothing goes wrong, everyone will be fine. You're all happy, but once something goes wrong, it will be a big deal, and one wrong move could ruin your future."

"You need to understand that censorship is a right, and the decentralization of power is a last resort; everyone wants to keep it in their own hands."
