Chapter 42 Published

The East District is a region.

When Millie rushed to the Bowery near Crime Alley, she found that it was quite different from what she had seen in her childhood.

The building was shrouded in morning mist, and she couldn't drive her old jeep in halfway. She had to quickly leave the car at a convenience store and then walk in slowly.

Fortunately, the land conditions were not so bad throughout the city. Holding the black cat, she could see the convoy from a distance.

An SUV opened its door and the mayor, who was called over, sat on the seat with a cup of hot coffee at her side. From time to time, someone would jog over to report something to her and then leave in a hurry.

This simple makeshift camp surrounded by vehicles is filled with a busy atmosphere.

"Milly?" The mayor noticed her and Millie hurried forward.

"I remember you were born in the East End, right?"

Millie answered yes a little nervously. The black cat clinging to her arm bared its teeth but ultimately did nothing.

"Don't be nervous," the mayor looked at the documents in his hand and stood up. "Do you see that building over there?"

She was referring to a Gothic building of about two stories. Its exterior walls were originally white, but because they had not been repaired for many years, they looked gray.

"It used to be the church of this area, but later the priests left and it was occupied by different gangs, but it never lasts long," the lady's voice rang in her ears, "This church has long been taken over by the City Hall. Now there is unrest in the East District, and I hope you can help me transform it into a youth detention center for all children under the age of 15."

Millie was stunned.

She...but why her, and can she do it?

The mayor seemed to see her uneasiness. "I will let half of the guards stay to maintain order, but it won't be for long. This is equivalent to an official orphanage. I will allocate funds to you for the children's school expenses, but they will also have to undertake some simple work, such as manual work. The city hall will help to contact them. Millie, I hope they will not become criminals one day. You will change their future."

Millie pursed her lips and said after a while, "I understand, ma'am."

"Oh, by the way," Weiwei said, "You go have a meeting with the logistics and accounting departments, and Catwoman stays here."

Millie's eyes widened instantly.

Oh, by the way...it was the mayor who asked her to bring her cat...

Weiwei smiled at her, raised her index finger and tapped it against her lips, "I have something to talk to Catwoman about."

The black cat glanced at Millie and gracefully jumped onto the seat in the car.

Millie looked at her worriedly, and finally left.

After Selina turned into a black cat, she was taken back by Sheila, and she found out that Sheila was Millie's roommate. She was able to control herself temporarily, and for some reason, she could sometimes talk to Millie... So there were cat-and-mouse jumps in their house for the past few days.

—Why the hell is Sheila Flannigan the Mouseketeer!? She hates mice!

"Meow? (What on earth are you going to do?)" On the one hand, Millie worked for the other party, and on the other hand, Anna Ellek's arrangements for the children slightly improved Selena's favor, which prevented her from extending her claws immediately.

"All I want to do is change this city," Weiwei shrugged and told the truth, "but we all know how difficult it is to change this city - I just want to repair the underground pipe system in the East District and rearrange the sewers, but so many people show up to stop me."

Weiwei was speechless just thinking about it——

From the cat girl who misunderstood her idea, to the people of the East District who were already resistant, and then the Owl Court who showed up to cause trouble... Several times, even Weiwei herself almost forgot what her original purpose was. Why did she seem to want to occupy the East District?

The cat girl meowed twice, her eyes still suspicious.

Looking at the current state of the East District, she didn't think the people in front of her really just wanted to build a sewer.

"I didn't come to you to get your approval, Miss Selina," Weiwei said unceremoniously, "You are a thief. Although you have done good things before, if you appeared in front of me in human form, my only choice would be to put you in jail, but you are a cat now..."

She finished her words before the cat lady meowed angrily: "Cats have their own things. Do you want to continue to be in charge of the East District?"

"I never took charge of it," the cat's voice was transformed into an elegant female voice by the stray animal card, "I just tried to protect it."

She protected those children, but that didn't mean she condoned the evil that was happening there.

Selena was a little curious about what the woman in front of her wanted to do.

Weiwei glanced at the sky outside. It was foggy and the sun couldn't penetrate the clouds. "Animals have better eyes than humans. My people will be doing transformation in the East District. I want you to take the cats with you to monitor human behavior."

"It's like... a cat guard?" Weiwei decided not to restore the original district police station in the East District for the time being. People can be bribed, flattered, and threatened, but cats won't... right?

Catwoman's claws subconsciously rubbed the leather seat. Weiwei added, "Given your current situation, it's okay for Millie to raise you, but raising those cats will be too much of a burden for her, right?"

Selena suddenly thought of the cat snacks she owed, and her black cat face stiffened slightly, but it was not noticeable.

"Then what authority do I have?" She had already half agreed in her heart, but still had to ask clearly.

Weiwei raised a finger and shook it: "I will ask people living in the East District not to kill or beat cats, but the prerequisite is that all stray cats must be sterilized...ah, except you."

Catwoman gritted her teeth. There was nothing wrong with the other party's request, so she continued to listen.

"Then, you are like cats hired by the City Hall, wearing a ribbon collar with the emblem of Gotham City. This is a symbol. For ordinary gangsters, you can directly deal with their criminal behavior, but for some dangerous guys," Weiwei pondered, "try to find Millie and let her take the City Hall guards to send them to prison."

Catwoman snorted.

"After all, it's too dangerous for a kitten to catch criminals..." While speaking, Weiwei took the opportunity to grab the black cat's head. The black female kitten reacted and her fur stood up, glaring at her fiercely.

Being employed by the government always made Catgirl feel uncomfortable, but now she was just a cat, so she agreed reluctantly.

"But you can't just give an order and tell everyone not to catch or hit cats. That's impossible."

"Nothing is impossible," Weiwei said. "The ribbon will be ready in three days. Come on, be a good cat."

Catwoman: “…”

She doesn't want to hear about "excellent cat" at all!

She deliberately stepped on the seat to leave a few black plum blossom marks, then walked away with her tail wagging.

When she left, Weiwei opened the gold coin mall and bought all ten slogans that were refreshed today in one go. She put two in the shelter, two on the street, and two in the construction unit... Tsk, ten didn't seem to be enough.

She then met with Sherk.

Now the real troublemakers in the East District are either lying in wait or have escaped from the East District in the previous battles. Some of them have been recruited by the violinist's men. Some of them have criminal records. For the sake of the main mission, Weiwei can temporarily leave these people alone.

If they can't help committing crimes again, their past criminal records will be included in the package and they will be sent to Blackgate Prison - and then they will be sent to unclog the sewers.

She and Sherk discussed the specific construction method. However, after listening to Weiwei's arrangement, the man asked, "Do you want to support the remaining forces of the penguin people?"

Support them to become the boss of the Eastern District?

Weiwei thought for a moment and said, "No, it's just cooperation."

Because she remembered that she still had a blank vest of Mr. C, so it seemed that it was not the "mayor's" turn to support these people, just like she did not go to see the violin at all, because the violin was not her subordinate on the surface and would not give her face.

This is good, as it makes it easier for Weiwei to do things that the mayor is not convenient to do.

——So “Mr. C”’s vest must not fall off.

Sherk didn't know what he was thinking, but he nodded seriously: "I understand."

He took out a tablet and displayed the underground construction structure diagram - the three-dimensional view of the East District to Weiwei, saying calmly: "There is basically no force in the entire East District that can form a resistance force. Our people and the people from Iceberg Company can go and demolish the houses."

Weiwei actually hasn't looked at the map carefully. She only knows that the biggest problem in the East District is the flooding caused by ground subsidence. As for how the construction drawings were made, she is not very clear. After all, she is here to play games, not to go to school.

"Can we talk about it in detail?"

Sherk explained: "According to the construction plan, we have to raise the ground level of the entire East District. This is a big project-"

It was a huge project that was basically impossible to complete, but the mayor came up with a plan and seemingly feasible drawings.

"First, there are existing underground pipelines in the east district, but according to this drawing, part of it needs to be updated, and the other part is more difficult. The original underground pipelines need to be filled in, and the original places without underground pipelines need to be redeveloped. But this new plan is more reasonable than the original one."

Weiwei nodded: That means there are new route plans for the underground.

"Since there are new routes, it means that some of the above-ground parts of the routes were originally buildings. In order to construct the roads, we have to demolish the buildings," Sherk said. "These buildings to be demolished account for about 1/10 of all the buildings in the East District. Among them, there are not many high-rise buildings. Most of them are two- or three-story bungalows built illegally."

Weiwei understood what he meant: "The government needs to buy these lands?"

"No need," Sherk smiled coldly, "These are basically government-owned buildings, but they have been abandoned for a long time because of many legacy issues. This place is equivalent to semi-autonomy, and the government has no way to take back the land, so it has become a gathering place for some homeless people and gangs. But now, with a mayor like you who is courageous enough, those homeless people who just occupy this place can all be driven away. Even if the government takes back their houses, they will not get any compensation, and they have no power to resist. As for the other houses, we only need to pay a small amount of money."

Sherk didn't care about the life and death of these people. He just felt a secret excitement in his heart. He felt that he was changing the city by following Mayor Anna Alec.

For Gotham, history was indeed made tonight, but if he took any wrong step, Gotham would become Gotham again.

Weiwei covered her face silently: No, this is very important, okay?

Those unemployed vagrants need to be resettled, but the funds for resettling them are even tighter.

She was wavering in her heart, and did not interrupt Sherk, but just nodded to signal him to continue.

Sergey did have a "but".

"But," the man pushed up his glasses, frowning, "there is one building that is more troublesome. It is the headquarters of the MCU."

"Besides the MCU headquarters, there should be other high-rise buildings..." Vivi can see here that some people are brave enough to open companies in the East District, and there are more than one, such as Daget Enterprises. There are also some Gothic buildings that are full of age. Once they are demolished, some buildings with historical significance will probably disappear forever.

Sherk nodded. "This involves the issue of raising the ground level in the later stage. We use the method of pouring cement, which means directly abandoning the first floor of some buildings and letting the first floor serve as the underground floor. The other buildings are not on the construction route of the underground pipeline."

"That's the MCU..." Vivi once wanted Bella to join the MCU, but she didn't expect that the intersection between the mayor's identity and it would actually tear this place apart.

"According to the construction plan, we can choose to demolish the MCU headquarters last. After all, it is still needed to maintain law and order in the East District..."

Good fellow, Weiwei thought, will they take it apart after they are done with it?

She thought for a moment and said, "No, we'll just demolish it along the route that was built. I think it's better to demolish it sooner rather than later."

In order to repair the sewer, the mayor even demolished the MCU. This shows her determination.

Sherk obviously had the wrong idea. He asked, "Is that so... Well, you can warn Batman! I understand!"

No! What do you understand?

Weiwei: “?” What does it have to do with Batman?

After a few minutes, Weiwei understood what was going on.

"The rooftop of the MCU headquarters... is where the batlight that summons Batman at night is placed?"

So what to do with the removed bat light? Weiwei was at a loss.

Selling scraps?
