You are not allowed to wear any clothes when bathing in the hot spring. You need to wash your body before bathing. You cannot use the hot spring pool as a place to scrub your body, wash your towel in the hot spring, and brush your teeth and gargle! Hot springs should be absolutely clean places, so anyone who is considered unclean cannot bathe in public hot springs, according to Japanese customs.
