Why are you arresting me?
One person looked at the person next to him with a puzzled expression.
I didn't arrest you!
The person next to him gave a similarly puzzled reply.
"Who's arresting me?"
"Something feels off..."

If they were merely dormant at first, then the "fall" of the crowd completely awakened them...
