Yang Shen's special ability requires more experience as the level of the item being upgraded increases.
Initial experience is usually very little. If the material level of an item is high, it will only result in a higher quality item after upgrading, but will not lead to a higher experience requirement.
Perhaps those high-level materials have already reduced some of the experience requirements to some extent.
