Kuro gasped. This guy's thinking was messed up; not that he was too evil, but rather too righteous.
It's rare to find such an upright person on this vast ocean.
This is clearly impossible.
Why should someone be allowed to follow orders with just a single document, and even be given more authority? Just because they have a lot of influence?
Even their navy can't do that. The World Government's orders are sometimes disobeyed in name only. Sakazuki's orders aren't always carried out 100%. And that's in a very traditional hierarchical system. Kingdoms and duchies are even less likely to follow suit.
"Good idea."
Kuro nodded: "If you can do that, I'll leave without a second thought. But you're not a real emperor, are you? I've heard you've been emperor for so many years, yet you haven't developed your own power base. That doesn't make sense..."
He looked Joshua up and down and said, "You look pretty strong."
His Observation Haki allowed him to instantly detect Joshua's life force. Compared to those around him, his life force was as insignificant as the moon in the sky or a firefly on the ground.
This guy's strength is comparable to that of Rudolf.
He's a skilled man. With that kind of strength, it would be incredibly easy for him to raise a group of people. He even calls himself emperor, yet he still hasn't done so, which is quite surprising.
Joshua paused for a moment after being scrutinized by Kuro, then said in a deep voice, "The people of Astia are all our compatriots; there is no need to treat them with violence."
"Well said!"
Suddenly, another voice came from outside.
Upon hearing the voice, Kuro frowned, bared his teeth, and looked in that direction.
A group of people were slowly making their way towards the city. Although they were moving very slowly, their momentum grew stronger as they got closer.
A gentle breeze blew, ruffling the red hair of the leader. He walked to a spot, stopped, and smiled:
“I like you very much, Faretal Joshua. Would you like to become my partner?”
