In a sea area of the New World, two warships were sailing at night.
Generally speaking, even ships sailing at night will anchor and wait to rest.
Because the sea is extremely dark at night, it's a little better if there's a moon, but in the absence of a moon, the best thing to do is rest, since no one knows if they might encounter a reef.

These two men were Wilbur and Cass.
David received the news that Kuro was going to become a general, and so did they. So when they received Kuro's call, they rushed to headquarters without stopping, wanting to get there as soon as possible to attend the banquet.
But now there's a problem.
They didn't have a presentable gift.
“David went to the North Sea. I heard he was going to offer the entire Vinsmoke to Mr. Kuro as a gift. You didn’t know about Vinsmoke then, but I did.”
Cass exhaled a smoke ring, plucked the remaining cigarette butt into the ashtray, and slowly said, "Our core soldiers now are the soldiers produced using the technology from the Vinsmoke. Although we are happy that David tried to obtain the Vinsmoke technology, compared to that, it was just his congratulatory gift, not ours."
“That’s right.” Wilbur nodded. “If Mr. Kuro is to become an admiral, it’s really unacceptable not to have a presentable gift. Damn it! As marines, our movements are too inconvenient. Otherwise, we could go with David to fight the Wensmoke!”
David is offering up the 'treasure' of an entire nation, while they, upon receiving orders, are rushing back without any preparation whatsoever.
Although Mr. Kuro may not care about this, since they are Navy personnel, David is the same in terms of being Mr. Kuro's subordinate!
We can't let David be the only one celebrating Mr. Kuro!
If they could accept this before they came across Mr. Kuro's theories, but now that they have accepted Mr. Kuro's ideas, they feel that everything Mr. Kuro does is meaningful.
Otherwise, why would David go after Vinsmoke at this time? Isn't it because he understood Mr. Kuro's deeper meaning?

Wilbur stubbed out his cigar, lit another one, and stared at the ceiling in silence.
"How about we ask Crow?" Wilbur said after a moment of silence.
"Kro?"
Cass thought for a moment, then shook his head and said, "It's not appropriate to look for him again. We are both lieutenant generals. Although Kuro has always been by Mr. Kuro's side, Mr. Kuro would never say it. You know, Mr. Kuro never speaks anything directly. We have to figure out many things ourselves. "Yes, Cass!"

Wilbur only started following Mr. Clow after Sabaody, which is a little over a year at most, certainly not as long as these people have been with him.

The newly recruited "Dragon and Tiger" duo in Dressrosa are doing just that, and with considerable success. They've built a large pirate crew and influenced many other pirates, who in turn are impacting neighboring countries and islands. These are things that they can't interfere with.
Before things got on track in Dressrosa, they were still somewhat useful, including assigning people to spread the faith there and helping David do things he couldn't do himself.
Now that things are on track, there's not much left for them to do. The specific tasks have been taken care of by people trained in Dressrosa. They're just like any other stationed naval force, one in Greenbit and the other in Kolf. Their daily tasks are patrolling to keep an eye on pirates and training naval soldiers. There's really not much else for them to do.
They are not Mr. Kuro; they cannot make a place prosperous simply by going there. In fact, they cannot do that, because Dressrosa has received Kuro's policies, including the territories he conquered, which have all developed very well.
Previously, the weakness was the lack of high-end combat power, making it impossible to deal with the invading pirates in time. The trained soldiers and guards could hold off the pirates and wait for reinforcements. However, as Dressrosa has become stronger and the 'Dragon Tiger' team has joined, this problem has gradually decreased. Although it still exists, as time goes on, they may not even be able to go out and fight pirates anymore.
