Kuro hadn't seen Kizaru in a long time and really missed him. The last time they met was a year ago when he asked the old man to do something for him. Since they hadn't seen each other for so long, they definitely needed to have a drink.
The emperor was in charge of the hospitality. A square table was set up with two bottles of sake and some side dishes, and the two men sat facing each other there.
Kuro picked up the bottle, poured a glass for Kizaru, then poured one for himself, and said, "Old man, let's have a drink."
Kizaru shrugged, picked up his wine glass and clinked it with Kuro's. Kuro deliberately lowered his glass halfway down. After clinking glasses, the two finished their drinks at the same time. Only then did Kizaru say, "You must have something to tell me. What is it?"
"Hehe, aren't you asking a question you already know the answer to?"
Kuro smiled and asked, "Is my thing... done yet?"
Kizaru stroked his chin and thought for a moment, then said, "It should be soon. Vegapunk himself possesses that kind of technology, but the thing you brought is rather troublesome. If it were normal technology, I could have given it to you long ago. Vegapunk wants a better effect. Hmm... After your banquet, you can go back with me."
"It would be best if we could get it. The seas haven't been very peaceful lately, so I have to be careful," Kuro said. "You know, that Straw Hat kid from before now has a reputation comparable to the Four Emperors."
Kizaru picked up a piece of sashimi and put it in his mouth, saying, "Didn't you end the era of the Four Emperors?"
"You do this too?"
Kuro rolled his eyes. "Is that what you call the end? It's just a title. In reality, they're still the same people. Teach, Straw Hat Luffy, Kid, and that idiot Law, they're the new Four Emperors. It's not uncommon to see the old guard leaving and the new rising up on the high seas."
"Oh~ a new Yonko..." Kizaru pouted. "That's scary, but I'm just a kindergarten principal..."
Kuro said irritably, "You've become just like Kuzan since you stepped down."
"Kuzan...?"
Kizaru smiled. "I heard he's with you?"
"It's just a part-time job, not really under my jurisdiction. I don't see him all day long, he only comes back a few times occasionally. I called him for the New Year this year, he should be on his way."
Kuro picked up his glass, took a sip, and chuckled, "What a coincidence. One of you is retired, one has resigned, and then there's me, someone who's practically left headquarters."
"So you need to go back and report on your work. Don't delay too long. It's a good opportunity to report on your work while we're going back together."
"Alright, it's been a long time since I've been back. If I go to get my things and give my report, I'm afraid Sakazuki will scold me again. He's become quite the nag lately. Even the Iron Blood has caught a bit of his troubles since he became Marshal." Kuro shook his head.
Kizaru looked at him, raised his wine glass, looked down at the clear liquid inside, and said quietly, "So, when will you make your move?"
"action?"
Kuro raised an eyebrow. "How did you know? I've been thinking about clearing out the pirates around here recently. I've been ruling Wano Country for a year now, and things are pretty much stable. So it's time to make some moves around the surrounding areas. We need to create a safe environment. It can't be that everything is fine here, but outside of here it's a chaotic hell."
"Oh, you weren't like this before."
"General, General."
Kuro sighed, "Since you gave me your position, I've taken on some responsibility. I can't let you lose face. Besides, I plan to open the seas to the people of Wano Country. They need to get out. Although this place is big enough, many resources are transported from above. We're lacking in many things. We can't keep relying on supplies from above. They have to find their own way. If we keep feeding them like this, they'll become useless."
Closing the country off from the world is not a good policy. Whether the outside world is bustling or not has nothing to do with Wano Country. The only way to go to sea is to become a naval officer. However, not all of these naval officers can go out. Only a few can go out. Even so, half of them will not be able to return.
Everyone yearns for the outside world, and if the island remains closed for so long, the island will become increasingly useless, so it will definitely have to open its seas.
What?
Is the average combat strength of the people in Wano Country high?
How high can it be?
Is there a two-story building?
A bunch of weaklings who have been ruled by Kaido for over twenty years and dare not rebel. They can't get much higher than the Seven Warlords of the Sea.
Yamato?
Yamato is Kaido's daughter, a legitimate pirate, and not a native of Wano Country.
She's still working as a foreman at the Tudon mining area.
Yamato refused to surrender, which led to Katakuri becoming one of the Seven Warlords of the Sea. But Clow Reed doesn't tolerate idlers. You want to be like Oden? You'll have to experience Oden's hardships first.
He didn't want Yamato to do anything like parading naked in the streets, but he wanted him to do other work; he couldn't just be kept at Udon for nothing.
This woman is quite ambitious; she rose from a miner to a mining foreman, managing the members of the Beast Pirates who are still imprisoned in Udon.
She is Kaido's daughter, and people acknowledge her as such. There's a subtle trend towards rebuilding the 'Hundred Minerals Pirates'.
But it doesn't matter. With Seastone in hand, Kuro isn't afraid of that. If all else fails, he can just turn the Udon roll upside down and bury it all.
Those like the Nine Red Scabbards represent the true strength of Wano Country, but even the current Seven Warlords of the Sea can't match them. So why are they considered so powerful?
per capita?
If everyone were useful in this ocean, there wouldn't be any Four Emperors.
“That makes sense, but that’s not what I meant.”
Kizaru looked at Kuro and laughed, "What I mean is, when are you going to become Fleet Admiral?"
"Cough cough cough!"
Kuro had just put a piece of steak in his mouth when he heard this and coughed up. He pointed at himself and exclaimed, "Me? Marshal?!"
"Yes, given your age and current position, you'll definitely be the marshal after Sakazuki retires. Well, that's scary."
Kizaru pouted, his expression exaggerated, "Once you become Fleet Admiral, with your current power, you might just go against the World Government, right?"
"Come on, Marshal Sakazuki is only fifty-seven, not even sixty yet. Let's talk about it when he's over seventy. Besides, why would I want to go against the World Government?"
"Hmm? Dressrosa is yours, right? And the West Blue and the North Blue, plus Wano Country now, you..."
Kizaru chuckled and said, "Now we can go toe-to-toe with the World Government."
"Where did you hear that? Did you go to see that old chuunibyou, Tenyasha?"
Kuro rolled his eyes. "I admit I have business dealings in Dressrosa, but Dressrosa really has nothing to do with me. Everyone says it's related to me, but just because David keeps calling me 'Master' doesn't mean I'm actually involved. It's just that I chose this king, but the World Government authorized me to choose him. The North Blue has nothing to do with me either. As for the West Blue, Lida's brother is Lowe, it's that simple. Of course, I do have business there too."
