Another two weeks later.
The country of peace.
Kuro is finally back.
He didn't bring anything with him when he came back this time; he flew back alone and didn't use the Golden Lion.
Upon returning, he immediately called a meeting.
Lida, Kro, Kuzan, especially Kuzan, since he's still here, things are easier to talk about.
"Hey, what's going on? You're calling a meeting as soon as you get back?"
Kuzan arrived with Moore. When they reached the main hall, he greeted Kuro, then seemed to realize something, "Did you receive some orders at headquarters?"

Kuro lit a cigar, exhaled a puff of smoke, and didn't answer.
Soon, Chloe arrived with Sazir, and then Lida appeared in the hall with Kikyo and Fanny.
"Kuro! Did you bring me anything delicious?" Lida asked expectantly.
"All you do is eat. After a year of rest, it's time for us to get back to work."
Kuro rolled his eyes. "I believe you already know some of the specific information about Water Star Island."
These words made Chloe's eyes narrow.
Sure enough, something big is about to happen.
"Mr. Kuro, all we know about Water Star Island is that Straw Hat Luffy and Blackbeard fought there, and that's all. Is there some secret behind this?" Kuro asked.
"Yes, and no."
Kuro said, "The higher-ups don't want to see another Pirate King emerge, not even if there's a possibility. So they've issued an order... we must wage war against all pirates in the New World."
Full-scale war...?
Kuro's pupils contracted. He had thought about many things, but the most he could think of was that the Navy would target these so-called 'new Four Emperors'. He never imagined that there would be a full-scale war.
"Ara la..."
Hearing this, Kuzan murmured and sat up again: "Playing this big? But this kind of thing is meaningless, isn't it?"
He was also a Marine Admiral and knew about the past. They had fought against pirates on all fronts before, but the casualties were too high, and in the end, they had no choice but to hand over the New World to others.

There are certainly many pirates in the New World, and it's unrealistic to expect them all to deal with them. However, dealing with the leader is no easy task either, and he is arguably the main force.
"When did you become so responsible?" Kuzan looked up at Kuro.
"There's nothing I can do..."
Kuro exhaled a puff of smoke. "I'm in this position, so I have to get things done. I can't let the old man down, and I can't disappoint the expectations of the faction."
This is one of the reasons why he didn't want a promotion. Besides his own desires, he knew that once a person reaches a high position, some things are beyond their control.

"Kuzan, you've been eating and drinking here for free for so long, you have to help me out," Kuro said.
"Oh dear, I'm not a navy officer anymore."
"But you're a member of 'Sword,' come on, helping out is no big deal for you. Navy or not, it won't stop you."
“I’m still disabled…” Kuzan patted his leg.
Kuro didn't even want to talk to him. For a Logia-type user like him, losing a leg didn't make a big difference.
"Mr. Kuro...who should we target first?"
Kro couldn't argue with him; he was already thinking as he said those words.
The sea is now filled with the most recent surviving ships. The oldest is Teach, but his reign was very short, beginning after Whitebeard's death.
As for the last three, they occurred about a year after the Wano Country arc.
It's good to act now.
"Who are they targeting? They'll catch whoever they can. They're a bunch of rats; they're not so easy to run into."
Kuro tapped the table with his finger and said, "Have Cass get ready to meet me with his men. We need to wipe out these people's territories, clean up their hideouts, and force them out. But we'll have to wait for headquarters to take action first before we start."
Their occupation of Wano Country has already made the pirates restless. If Wano Country weren't so easy to defend, they would have already attacked.
