If Kuro hadn't used all his previous stockpile to attack Kaido, he wouldn't have needed to go through all this trouble.
The last bit of seawater that remained was used to build a perimeter wall.

Several stone spikes, stained with blood, swerved past Lafitte. He clutched his chest and flapped his wings to dodge the encirclement of stone spikes.
"How can it be repaired!"
Teach roared and ran straight towards the direction where Whitebeard had fallen. Just as his palm touched Whitebeard's falling body, Kuro's five fingers spread open in the air, and the ground beneath Blackbeard's feet cracked open, raising a stone platform that carried Blackbeard's body upwards.
"Why don't you try what it's like to be bothered by someone?" Kuro laughed.
"Dark water!"
Teach transformed his hand into darkness and lunged at Kuro.
Just as Kuro was about to use his power to completely envelop Blackbeard, he suddenly felt his body pause, and a huge suction force emanated from him, involuntarily flying towards Teach.
"A person with the power of attraction..."
Kuro gripped the Shusui sword at his waist and smiled at Teach, "Before becoming a Devil Fruit user, my specialty was swordsmanship!"
"Oops!"
Shiryu's pupils contracted. He understood what Kuro wanted to do, but he couldn't jump up to Teach's current height.
Bang!
Van Augur raised his gun and fired a shot, but it was blocked by two short broadswords.
Kuro's eyes flashed red. With his Observation Haki fully activated, hitting him wouldn't be something that could be done in a short time.
"I won't let you succeed!"
Lafitte flapped his wings, about to rush towards Kuro, when suddenly, the stone spikes rushed in front of him, forming a stone wall that blocked his way.
Kuro suddenly accelerated, his body surging forward, shooting straight through the air at such speed that it almost drew a line in the sky. At the same time that Lafitte burst through the stone wall, he arrived in front of Teach. To Teach's astonishment, with a whoosh, Autumn Water flashed, bringing with it a streak of black light.
"Moonlight!"
Pfft!!!
A spray of blood drifted through the air, and Teach fell to the ground with a thud after being struck by the knife.
"It hurts, it hurts so much!"
He clutched his chest and rolled around, blood flowing continuously from his chest. In the process, Teach rolled into the black cloth on the ground, his entire body disappearing into the cloth, trembling faintly.
Kuro glanced down at Teach. "Did you dodge? I was aiming for your neck. You've got some serious Haki skills."
The trembling stopped within the black cloth. Teach ripped the cloth off, clutching his chest and panting as he appeared before the crowd. His face was covered in sweat, and his expression was one of utter terror.
Another golden slash descended from the sky.
Bang!
Shiryu cleaved the attack in two with a single stroke, exhaled a puff of smoke from his cigar, and asked behind him, "Did it work?"
Teach's expression twisted as he stared at Kuro in the air, filled with resentment.
