"Damn it, why is that man here?!"
Watching the pirate ship sail away, Smoker smashed a large rock that had been flying towards him to pieces with a punch, and said angrily.
He had already captured Straw Hat Luffy, but someone interfered.
"Damn Dorag!"
"Drag? The most dangerous man in the world?!"
Dashi was shocked: "Colonel Smoker, why is Dragon coming to Loguetown?"
"I don't know either. There's never a fixed time for where that man goes, otherwise the World Government wouldn't have such a headache."
Smoker exhaled a puff of smoke, sat on a large rock, and looked at the sea with an uncertain expression.
"Colonel Smoker, something terrible has happened! Pirates... a group of pirates have rioted!"
A navy officer rushed over from a distance, shouting in alarm.
"What?!"
Smoker's eyes widened, and he gritted his teeth, saying, "Those pirates...! Hurry up and organize your forces to wipe them out!"
"We've already notified them, but Colonel Smoker...they...they've taken civilians hostage!" The Navy officer looked troubled.
In a street not far away, a group of pirates gathered together, surrounded by the Navy on both sides, but the Navy dared not approach, because more than half of these pirates were holding hostages.
"Hehehe, get out of the way, or I'll kill her!"
A pirate held a woman hostage, a dagger pointed at her neck. As he spoke, he pushed the dagger forward, the tip touching the woman's skin, drawing a little blood.
"No, no!" the woman cried out in terror.
The navy personnel gritted their teeth, remaining in a stalemate. If it weren't for the hostages, these pirates would have been captured long ago.
"Get out of the way."
A sound came from behind, and the navy turned around as if they had seen a savior.
"Colonel Smoker, Sergeant Daschi."
Smoker, his face contorted with rage, walked from the rear of the navy to the front, glaring at the pirates.
"Smoker!"
The pirate grinned maliciously, "It's all because of you that my captain was captured. I've been hiding here for so long, and finally, my chance has come. Now give me a ship and some food, and let us leave, or I'll kill these people!"
"Yes, kill these people!" the other pirates echoed.
"Damn pirates!"
Tashigi gripped the hilt of the knife, her teeth clenched tightly.
"Stop dreaming, pirates! I'm a Marine, and I won't let you get away with this!"
Smoker roared, "I'll catch you no matter where you are, even if it takes me to the ends of the earth!"
"Oh? Aren't you afraid these people will die?"
The pirate who had kidnapped the woman licked his blood-stained dagger, his expression full of threat.
Smoker's face turned ashen; he was helpless in the face of hostages.
There are indeed radicals in the Navy who are willing to fight pirates regardless of civilian casualties, but he is not one of them.
Although he is a Logia-type Devil Fruit user, he still needs time to deal with pirates. During this time, Smoker cannot tolerate even the slightest civilian casualty.
"Colonel, why don't we agree to their demands first, and then attack once they're on board?" a navy officer suggested.

Another pirate suggested.

Smoker, having no other option, with a grim face, ordered the navy to leave.
Once the marines were out of the pirates' sight, Smoker said, "I will comply with your demands, but if even one civilian is harmed, then your demands are null and void. I will risk being punished by headquarters to kill you!"
"Hehe, I don't believe it."
A pirate stabbed a civilian in the thigh with his sword, grinning maliciously: "Smoker, you've been so arrogant all this time, now you're helpless, aren't you? Kneel down!"
"Don't go too far!"
"Hahaha, if you don't kneel down, I'll kill someone for you!" the pirate laughed.
Tashigi's eyes nearly bled as she listened to these words. These pirates were going too far!
But she was helpless; with hostages present, she couldn't do anything about it.
"I..."
Looking at the group of civilians with a strong will to survive, Smoker snapped his cigar in half and his legs began to bend.
Step, step, step...
Footsteps slowly began to sound.
Smoker looked closely and saw Kuro walking towards them in the rain, one step at a time, from behind the pirates.
As he approached, the rain seemed to stop falling from the sky.
"Kuro!" Smoker exclaimed. "Get out of here! They have hostages!"
"Another Marine, Smoker. Didn't I tell you to leave? You didn't keep your promise, so I'll kill one of them first!"
A pirate dramatically flicked his tongue and pulled the trigger on the hostage in his hand.
Whoosh!
However, in that instant, Kuro's figure, who was walking in the rain, disappeared and reappeared in front of Smoker, with his back to the pirates.
The pirates seemed frozen in place, maintaining their previous expressions and postures. Even the pirate who was about to pull the trigger held his finger in place.
Kuro calmly sheathed his sword and said to Smoker:
“Smoker, do you know why I’ve remained a sergeant for ten years? First, I like security and don’t want to attract attention.”
Secondly, for pirates who haven't committed many evil deeds, I generally let them be. I'll arrest them if I can, and I won't force them if I can't. After all, it's normal for pirates to seek some treasure, as long as they don't harm anyone.
