The headquarters, Marineford, was under construction at the time, with half of the towering headquarters building still under renovation.
Inside the Marshal's office.
"Let him do whatever he wants, it's none of my business!"
Snap!
Zhan Guo angrily slammed down the phone and yelled at the old man in the yellow shirt who was sitting to the side with his legs crossed, clipping his nails.
"Borsalino! These are your subordinates! None of them are easy to deal with. What kind of report did he submit? To build a naval base on Moe Island?! Who gave him that authority? Did the World Government approve it? Doesn't he know that this could lead to a very serious accident?! That involves the diplomacy of two kingdoms!"
"Oh~ Sengoku-san is so scary when he's angry." Kizaru pouted and said in surprise.
"Come on, Borsalino!"
Zhan Guo slammed his fist on the table, saying, "Do you know I'm almost retired? Almost retired!"
Facing Sengoku's almost murderous gaze, Kizaru shrugged and said, "Well, there's nothing I can do about it. Kuro is my subordinate, but he never reports to me before doing anything, which puts me in a difficult position."
"If he doesn't report it, can't you do something about it?!" Zhan Guo roared.
Tsuru sat on the chair beside him, resting her chin on her hands. After Sengoku finished roaring, she slowly said, "Now, how do we resolve this matter? Moe Island is indeed a good location as a base, controlling many shipping lanes. It was a pity to give it to that Bonaparte Boropa before. It's a good thing that Kuro got rid of him."
“Grandma Tsuru is right. That shorty has never been a good person,” Kizaru agreed.
"I know that."
Sengoku sat back in his chair, pinching his brow with his fingers, looking like he had a headache. "The main problem is how to explain this to the World Government. Damn it, do I have to deal with those guys even after I retire..."
"Mr. Sengoku, you're still the Fleet Admiral, shouldn't you take on more responsibility?" Kizaru said casually.
"Borsalino, you have no right to say that!"
Sengoku glared at him, then sighed heavily. "Fine, I, who am nearing retirement, will try to mediate one more time. Tell that brat Kuro that if he's going to make it a naval base, he should do it properly. At this time, there can't be any scandals."
He nodded: "At this critical juncture, we really need to do things well, because the higher-ups are watching us."
"I see."
Kizaru stood up. "Let me, as the admiral, personally greet Kuro. It will seem more formal that way."
"That bastard is fiercely protective of his own subordinates."
Sengoku stared at Kizaru's retreating figure and let out a cold snort.
Crane shook his head: "He really likes Kuro, and that man is worth doing this for."
"If it weren't for his valiant performance in the Marineford War, he would have taken on this responsibility himself long ago!"
Sengoku thought for a moment, still indignant, and said, "Even so, that brat could have performed better."
Crane shook his head: "If everyone were like Sakazuki, things would be chaotic. Besides, you didn't recommend Sakazuki this time, did you? You don't really agree with him, do you?"
Sengoku remained silent for a moment, then sighed, "Sakazuki is too impulsive. If he were to take command of the navy, he would only squander lives. We have already achieved our strategic objectives. Now, we should wait for the world order to change before slowly devising a solution. Being too aggressive is not a good thing for us right now."
"It's probably not that simple..."
Tsuru thought for a moment and said, "Kuzan has a criminal record. The World Government won't agree to let someone who released a criminal become Fleet Admiral. Borsalino was just disqualified. The only person they can recommend is probably Sakazuki."
"Let them decide for themselves. I'm about to retire, and whoever takes this position, the Navy will remain the Navy."
...
Moe Island.
At the entrance of the temporary naval base, Kuro sat on a large rock, holding a faxed document that had just been sent. He moved his cigar from one end of his mouth to the other and then exhaled a puff of smoke.
He patted the document and laughed, "It's easy to get ahead if you have connections in the government. The fact that the old man is coming to inspect the base in person means that this matter is settled. As for the wrangling, that has nothing to do with me."
He handed the document to Lida, who was peeking out to see it, and then turned to the captain standing in front of him and said, "We'll be stationed here for a while. The people on Meng Island are still not at peace. If we leave now, they'll think we've abandoned them, and it will cause chaos."
"Lieutenant Colonel, there's nothing here... our supplies might not be enough."
The captain glanced awkwardly at the naval base behind him; it was just an empty shell, with nothing inside.
"If you don't have enough, just go buy some. Do I have to teach you that?"
Kuro raised an eyebrow and said, "Kuro, Kuro, where are you? Where the hell have you been?"
"Speak louder, Kuro! I can't hear you at all if your voice is so soft! Do you even deserve to be a Marine?!"
From outside the crowd, Kro's loud shout rang out.
Kuro raised an eyebrow and looked in the direction of the sound.
The navy dispersed, and Kro, pushing up his glasses, walked over looking refreshed. Behind him lay Sazir, lying on the ground with a bruised and swollen face.
"What are you doing?" he asked.
“Mr. Kuro, I am training Kuro, Sazir Kuro.”
Kuro said, "He's not a Marine yet, so he needs to undergo my rigorous training before he's qualified to become a full-fledged Marine. So when I have nothing to do, I'll fight him—not to train him, but just to beat him up."
I understand what you mean, but I still feel like you're targeting me?
Is it just my imagination?
"What's with the snakeskin? If you have nothing else to do, go and give orders. Whatever needs to be purchased or moved, it's all up to you. I'm spending the night here before nightfall." Kuro glared at him.
"I understand, I'll do it right away."
Kro didn't feel like she was being used as a tool at all.
I'm used to it anyway.
Moreover, he had just vented his anger and was in a very good mood.
"Kuro, are you going to stay here?" Lida asked after reading the documents.
"I'd be stupid enough to stay here."
Kuro rolled his eyes and pointed to the sea ahead. "What kind of place is this? It's just a small Sabaody Archipelago. All sorts of pirates pass through here. If we turn this place into a naval base, it will definitely be plagued by all sorts of pirates. If I station myself here, wouldn't I just be trying to gain merit for myself?"
"Isn't the old man coming over? Just settle the residents in the meantime. I'll leave as soon as he arrives and let him handle this place. We can find a navy officer to relieve him, and that will be fine."
His mission is to patrol, not to station. Sengoku will need time to deal with the World Government. Once he settles things here, his mission will be complete.
If there weren't many pirates here, he would be happy to stay here for the rest of his life, but it would be abnormal to expect an island with access to a dozen or so sea routes to be free of pirates.
