Smoker not only failed to persuade Kuro, but was also threatened by Kuro, leaving him only able to drink in frustration.
"I'm finished eating. Shall we have another table, Smoker?"
Lida made a sound, and the food on the table was completely gone. At this point, Crow hadn't finished eating his beef.
"Another table, please."
Smoker gritted his teeth.

That's true.
The Navy's standard for hiring people is... there is no standard.
Besides merit, higher-ups judge people by their character. If they like you, you can get promoted; if they don't, you won't have any merit to show for it.
Strong individuals are generally firm in their stance. Strong naval personnel will tend to be more inclined to support justice than evil, and vice versa.
"I'm not really sure either, but something feels off. You should keep an eye on things."
Kuro took a puff of his cigar, looked at him, and slowly said, "Don't die in the new world..."
After Lida finished eating, Kuro left, leaving him alone to ponder.
Trust Kuro, trust Haku. He's too safety-conscious; he sees everyone as a threat.
But if you don't believe it, people won't say that for no reason.
“‘Ghost Bamboo’ Vergo…” Smoker murmured.
Perhaps we should get to know this man better.

After spending a few days at headquarters, Kuro was awarded the rank of colonel, along with a group of other naval personnel.
On that day, all the Navy personnel that Kuro knew came.
Kuro went up on stage with a disgruntled look on his face and accepted the promotion document and the medal from the Marineford War issued by the government's special envoy, the Navy.
I got promoted.
Damn it, he still got promoted.
He jumped from Sergeant to Captain, then from Captain to Colonel; he couldn't be promoted any further, or something bad would happen.
"Mr. Kuro, you're already a colonel?!"
Koby looked at Kuro, clenched his fist, and said enviously, "Mr. Kuro, you are my goal. I will surpass you and become a naval officer!"
Helmeppo gritted his teeth behind him. He had once been an unknown old naval officer in the 153rd branch of the East Blue, but now he was a colonel. And this kid Coby had actually surpassed him and awakened his Observation Haki.
Pressure, all of this is pressure!
On the other side, Cass and his group looked solemnly at Kuro on the stage, their eyes filled with a hint of admiration.
"Mr. Kuro only got promoted to colonel... What happened? Are we not working hard enough?"
Cass turned to the group of marines and said seriously, "Look at Mr. Kuro, he looks so bad. He must be upset about his low rank. That's shameful. We're not working hard enough. We need to work harder. If we keep dragging this out, when will Mr. Kuro ever become an admiral?"
"Damn it, it's all my fault. If I were just a little stronger..."
A navy officer lowered his head dejectedly, looking resentful.
"If we had worked a little harder during the war, Mr. Kuro, we would definitely have reached the Admiral level!" The Marines were all unwilling to give up.

"Kuro, you're a colonel now! Does that mean you can be transferred to be a base commander?"
After Kuro came down to receive his award, Lida jumped up and down beside him, asking curiously.
"Logically, that's how it should be. The old man told me a couple of days ago that I should go to the West Sea."
"Not the East China Sea?" Lida said, somewhat disappointed.
She missed Balati in the East China Sea.
"It would be good enough to be able to travel the world, how can we ask for so much? We'll wait for further notice about the specific location." Kuro rolled his eyes.
No matter how dangerous the four seas are, they are not as dangerous as the Grand Line.
Someone like him, if he doesn't have a base to stay with, could easily be conscripted to the New World.
