After obtaining the Six Powers from Kobina, Lida began to torment Kuro after learning them. In just two months, she made Kuro learn all of them, and when his power level was tested, it increased from 250 to 800.
His growth was rapid, but he was naturally talented. He was by Kuro's side and was often beaten by the two of them. In addition, he had been training single-mindedly for the past two months, so his strength naturally increased.

If he were to return to the branch, he would be promoted one level and then sent back to where he started, which was exactly what Kuro wanted to do.
But they can't perform too poorly, or they might be forced to stay and be trained as part of the main navy.
Otherwise, Kuro would have started acting already.
Performing too well might get you kept, and performing too poorly might also get you kept, so Kuro is evenly matched with everyone else, neither good nor bad, neither winning nor losing.
Anyway, the people being trained here are all ordinary navy personnel, and their strengths are all about the same.
