He really couldn't be bothered to stay in Sabaody Archipelago. Besides dealing with a large number of pirates trying to break into the New World, he also had to deal with the Celestial Dragons.

The best course of action would be to provoke those higher-ups by making them think they're a nuisance in Sabaody Archipelago and get them transferred away from there, ideally to the Grand Line where they'll never return.
Logically speaking, for the Navy, a Navy officer who doesn't serve in the Grand Line isn't a good Navy officer. The way the higher-ups punish the Navy is to send those who were doing well in the Grand Line to the four seas.
This is exactly the effect Kuro wanted.
He picked up the Den Den Mushi next to him and said, "Let's start now, don't waste time."

This guy used to be the old man's subordinate. Although he became independent after reaching the rank of lieutenant general, he can't shake off the factional label. Everyone is in the same faction, so it's easy to get things done.
"How many people do you need?" the Den Den Mushi said.
"Three thousand, please. Send four large warships over."

Kuro chuckled, hung up the Den Den Mushi, and gestured with his chin towards Lida and Kuro: "Done."
