"But you still admire me, a conqueror like myself, which means you agree with my words, don't you? The words I spoke in those conquered islands and countries, words that led people to progress together."
David said, “Then my goal is conquest, to lead you to the kingdom I have spoken of. And you are willing to be conquered by me, so why should I slaughter those villages, needlessly adding to your hatred and making things more difficult for myself?”
These words stunned Yev, and also stunned the soldiers who had lost their homes.

Dressrosa's goal was conquest, while they originally wanted to surrender. Everyone was clearly on the same page, so why would Dressrosa do something so foolish?
