As Kuro lured Charlos away, a green-haired man holding an iron bar watched the scene unfold right outside the door.

The green-haired man smiled, turned, and left.
Inside the gate, Kuro glanced outside and caught a glimpse of the green-haired man's back, frowning slightly.
"Another Celestial Dragon? Trying to join the fun?"
"It is Don Quixote Musgarud."
Lucci walked over and said calmly, "Unlike other Celestial Dragons, this one doesn't seem to keep slaves."

Shirahoshi also secretly looked up and glanced at the navy man smoking a cigar.
He doesn't seem as terrifying as Luffy's companions described.
He seems like a good person...
"Come on, Neptune. Just keep an eye on your fishmen and make sure they don't cause trouble in the sea," Kuro said directly to Neptune.
Do you really think this person is a naive and patient girl?
Those fish-men roaming the seas are not simply 'pirates'. If the king really wanted to manage them, he could. After all, even that Tiger seemed to have reported to Neptune before he climbed the continent with his bare hands.
It's impossible to say that he can't do it himself.
