In the East China Sea, in the town of Shells, things were unusually lively.
The 153rd branch of the Navy, which used to be located here, was now wide open, decorated with lanterns and colorful streamers. Large red lanterns hung on both sides of the gate, and firecrackers that had been set off were scattered on the ground.
The square inside the branch was set up with many round tables. The back half was occupied by the neighbors of Shells Town, while the front half was occupied by a group of people dressed in civilian clothes. They looked heroic, which made the villagers of Shells Town whisper and discuss who they were.
Among the people sitting in the front half, there was one with a slicked-back hairstyle, a scar on his forehead, and an arrogant expression as he chewed on a snake-shaped cigar.
There was one with his arms crossed, a cigarette dangling from his mouth, and a head of pink hair.
Some of them wear hats and exude an imposing aura, making them seem difficult to get along with.
Some were wearing blindfolds and scratching their heads lazily.
There was another man wearing brown sunglasses who looked somewhat sleazy, but at that moment he was smiling as kindly as an old father.
Hmm...none of them seem like good people.
On the table at the very top of the square, a young man in martial arts uniform clenched his fists, staring intently at the gate of the branch fortress, now adorned with red lanterns and a large "囍" (double happiness) character, his veins bulging as he gritted his teeth.
"You damned Kuro! How dare you do this! I'll assassinate you! I'll assassinate you!!"
"Well, it's mutual affection, don't say that," the old man with brown sunglasses at the table said with a smile.
"Shut up! Of course you're happy to treat her like your own son, but she's my sister! My sister!!" the man in the martial arts uniform roared.
Just as they were shouting, the door opened and a man and a woman dressed in bright red walked out. The woman had a big smile on her face and her eyes were full of happiness, while the man looked dazed and seemed not to have recovered yet. The waiter next to them thoughtfully served them wine glasses.
The woman eagerly accepted it, while the man accepted it blankly, like a robot.
"Today is a wonderful day!"
A bearded man ran up from the side, stood in front of the two, and shouted, "We've witnessed Mr. Kuro and Miss Lida's relationship, and now they're finally married! This means the Lucilfer family will have an heir! The Dougreg family has a constant goal to follow. Let us celebrate and offer our congratulations!!"
"Now, newlyweds, please raise your glasses! Take your vows!!"
The bearded man's words made the woman smile even more, and she raised her glass to drink, but soon she noticed the man next to her and asked in confusion, "Kuro?"
"ah..."
The man faced the setting sun, slowly raised his wine glass, and looked dazed.
A word of warning to all beautiful women: this sunset and twilight are like my fleeting youth...
I, Lucilfer Kuro, am thirty-one years old and a naval officer.
Today, I got married.
...
One week ago.
A year after the new world government was established, it was situated at the edge of the ocean.
The former Mary Geoise, now known as Sky City, remains the capital of the World Government. Located on the Red Line, it divides the first half of the Grand Line and the New World in two and overlooks the seas, making it an excellent geographical location. For practical reasons, this place has been designated as the capital.
As for the new name, it is derived from the concept of creation, reflecting the New World Government led by Kuro's vow to rebuild the world and give people a new life, a ambition akin to the creation of the world.
It's just that doing it... might be a tiny bit difficult.
Inside the Pangu Palace, the former power rooms have been transformed into the offices of the new head of the world government.
A man dressed in a black suit, wearing a navy cloak and glasses, who looked somewhat intelligent, was facing the man with a middle parting who was sitting at the desk, smoking a cigar. He reported:
“Mr. Kuro, the Kingdom of Oycot in the East Sea has sent a report saying that they can relinquish power, but they want their status guaranteed. They hope to be given a piece of land so that they can make their own decisions.”
The person sitting at the desk was none other than Lucilfer Kuro, the first head of the New World Government, former Fleet Admiral, and hailed as the 'Savior' or 'World's First Usurper'.
Hearing the words of the person in front of him, Kuro stopped processing the documents, twitched the corner of his mouth, looked at the person, and said, "Give them land? Make your own decisions? What are you doing? Trying to become a Celestial Dragon? Impossible. Tell them there's no room for negotiation."
“But, Mr. Kuro…”
Kro, somewhat puzzled, said, "It's just a small piece of land. We can give it to them first, let them relinquish power, and then find charges to arrest them later. This way, we can avoid harming the local people. I checked, and the king of the Kingdom of Oicot hasn't done anything outrageous; he's the king recognized by the locals..."
Before he could finish speaking, Kuro interrupted him, tapping his fingers on the desk and frowning.
"It's precisely because I haven't done anything outrageous that I'm being so accommodating now, only issuing verbal notifications instead of sending troops. Kro, let me tell you, if we're going to have a revolution, let's go all the way. What's the point of this deception? What do you mean by handing over power first? I want to tell everyone on this sea in a fair and square way that I will make the feudal aristocracy and the exploitative capital disappear—disappear honorably, without any underhanded schemes. The king? So what if he's the king? How many troops does he have? How many generals does he have?!"
“Yes, Mr. Kuro, I will go down and inform him immediately.” Kuro straightened up.
Kuro looked at Kuro like this, curled his lips, leaned back in his chair, and exhaled a puff of smoke. "I'm not trying to criticize you, but a new government should act like a new government. Why are you still clinging to the old government's mindset? You need to change quickly. Although you are currently the Chief of Staff of the Navy, and your way of thinking can be used to deal with pirates, that way of thinking won't work when you rise to the World Government."
