Fourth, we must search for and arrest the corrupt and powerful, and be fair in resisting the powerful. These families, who are in contact with the aboriginals and support the local communities, are generally powerful and influential. Their power is enough to control their local communities, and their wealth is enough to enslave the local officials. Therefore, they hide themselves and are not exposed, and are not punished when exposed. Some, even higher, display their names on banners. Fifth, treat those who are forced to follow with forgiveness. If coastal fishermen and woodcutters are held hostage by bandits for ransom, they must cooperate with them in their actions. Those captured by officers and soldiers are immediately tied up by the bandits. If someone escapes halfway, the officers and soldiers will take their heads and present them as a tribute.
