Lu Yuan continued, "Then there are the housing issue, the mining area issue, and all other issues. We can only start dealing with those after the new ID card is issued!"
Zhou Tong came in from outside looking exhausted. He was about to leave when Lu Yuan called him in.
"Old Zhou, come and have some dinner with us!"
Zhou Tong smiled and said, "Never mind, I'll go eat out! I won't bother you anymore! I need to rest for a bit! I've been on duty for two days in a row, I'm a little exhausted!"
"Haha! Alright, let's eat together! We're all family now!"
After speaking, Lu Yuan made room for Zhou Tong, who nodded and sat down in front of him.
Lu Ma ladled out a bowl of rice and handed it to Zhou Tong.
"Xiao Zhou, has what happened at the farm today been resolved?"
Zhou Tong shoveled a mouthful of rice into his mouth and nodded: "Caught them! Three petty thieves, all around eighteen or nineteen years old! Sigh! This is already the twentieth or so time they've stolen! If this continues, our garrison won't have enough men! We'll have to find someone specifically to discipline these guys!"
Then, Zhou Tong put down his chopsticks and looked at Lu Yuan with a hint of apology on his face: "Lu Yuan, I'm sorry, I'm a little out of sorts here!"
"Haha! Old Zhou, what are you saying! This isn't your fault! Actually, it's all my fault. I should have taken these things seriously a long time ago! If we had unified management earlier, everyone wouldn't be in so much trouble!"
"Oh? You have a new idea?"
"Yes! I just discussed this with my family! Let me tell you again!"
Zhou Tong immediately perked up: "Tell me quickly!"
So Lu Yuan repeated what he had just said, and Zhou Tong nodded repeatedly: "Great! In that case, our garrison can be divided into city-level and village/town-level units!"
"Yes! That's the idea! We'll need to establish unified management, and these petty thieves will be sent directly to work in the mines! But right now, the primary goal is to get the new ID cards out as soon as possible!"
"Hmm! Do you need my cooperation?"
Lu Yuan nodded: "Yes, we really need your cooperation! You are the most basic law enforcement agency, so you come into contact with the most people. I think once the system is completed, the statistics will be handed over to you! However, you may not have enough manpower! So, you will need to recruit more people during this period!"
“Okay! No problem! I’m good at this! I have a lot of people under me who used to work for the police! They’re experts at this kind of thing!”
So, while eating, everyone discussed and agreed on the matter.
The next morning, Lu Yuan decided to first visit various locations to scout out the situation on the ground.
The first stop was naturally the nearest slum. Although it's called a slum, it's actually a mixed bag of people who were dug up from the city center and those left behind from the industrial zone survivors. When Lu Yuan rescued them, he didn't consider many issues. Anyway, saving one or a million people was the same, and it was impossible to investigate everyone.
This led to many thugs and other people infiltrating the area, including some former gang leaders who couldn't make it in the local area, as well as countless habitual thieves and people with murder charges against them.
After dinner last night, Lu Yuan hadn't slept well, his mind filled with thoughts of just how chaotic things had become here.
Upon arriving at the location, Lu Yuan immediately smelled a strong, pungent odor of urine.
"Holy crap! They've turned this place into a garbage dump! Is this even a place for humans to live?"
Then Lu Yuan looked into the distance and saw a dense array of tents, simple wooden houses, and small pavilions. The once tidy grassland was now unrecognizable, with sewage flowing everywhere and corpses lying carelessly in some places.
Seeing this, Lu Yuan was immediately shocked and regretted that he shouldn't have brought so many people in, which had now led to this situation.
Just then, a commotion arose in the distance. Lu Yuan frowned and carefully avoided all the urine stains as he walked over.
Two groups of people were seen arguing in front of a wooden house.
The man leading one of the groups was tall but skinny, carrying a kitchen knife and glaring menacingly at the other group.
The other group was not to be outdone. They were all shirtless and wearing tattered clothes. However, when Lu Yuan saw that their clothes were common office attire, he immediately realized that these were the employees he had taken from the Long Group building when he was in the middle management area.
The two sides confronted each other, neither willing to give in. Lu Yuan stood aside and listened for a long time before he finally understood the reason for their argument.
It turns out that the wooden house in the middle was originally left by Zheng Hai and his group. However, Zheng Hai and his group have now left this place for the central area, so the ownership of this house has always been a dispute. When Zheng Hai and his group built this house, there were no people here. Therefore, the house is of a very high standard. Moreover, Zheng Hai and his group are very skilled at building things, so this house can be considered a mansion in this area.
However, after Zheng Hai left, the ownership issue of the house remained unresolved. Later, Lu Yuan simply abandoned all these people here, so now they are even fighting each other over ownership of the house. The skinny man and his group belong to the urban area and believe that the middle class has already lived in good houses, so this wooden house should be left to them.
